THE OPPORTUNITY
Vizx Corp is conducting a confidential search for an Executive Director to lead a community-based healthcare services organization in the Greater Phoenix metro. This is a full executive appointment — encompassing P&L ownership, ADHS regulatory accountability, and strategic leadership of an organization delivering AHCCCS-contracted care across behavioral health residential and/or community-based long-term care program lines.
The Executive Director will be the senior-most on-site leader, reporting directly to the Vizx Corp CEO. Depending on program scope, this role may oversee Adult Behavioral Health Residential Services (ABHRS), DDD Developmental Home programs, ALTCS in-home and community care, or a combination of these. You will be expected to navigate Arizona's ADHS licensing and AHCCCS contracting ecosystem with demonstrated competence and compliance discipline.
This role requires someone who has operated within the ADHS licensing framework — whether in behavioral health (AAC R9-10), developmental disabilities (DDD), or long-term care (ALTCS). If you hold a BHME, LISAC, NHA, or equivalent Arizona credential and have held an administrator or executive director role at a licensed Arizona organization in one of these program areas, we want to speak with you.
SCOPE OF LEADERSHIP
This is a full organizational leadership role. The Executive Director oversees:
1. Clinical & Program Operations
- ABHRS, DDD Developmental Home, and/or ALTCS community care program delivery
- MDT structure and supervision: clinical, care management, residential staff
- Direct care worker and caregiver recruitment, training, evaluation, and support
- Assessment, prior authorization, and care plan documentation workflows
2. Financial & Administrative Oversight
- Full P&L accountability for the organization
- AHCCCS revenue cycle: billing, claims, AR aging, prior authorization
- Budget management, vendor contracts, and cost controls
- Financial reporting to Vizx Corp; AHCCCS rate compliance
3. Regulatory & Compliance Authority
- ADHS licensing compliance: AAC R9-10 (behavioral health) and/or ARS Title 36 (health services) and/or DDD standards
- AHCCCS/ALTCS contractor audit readiness and corrective action
- CARF accreditation ownership — readiness, surveys, corrective action
- Level 1 Fingerprint Clearance compliance for all staff and contractors
4. Workforce & Organizational Leadership
- Executive leadership of clinical, residential, and administrative staff
- Arizona employment law compliance; ADHS DPS clearance management
- Talent strategy for a mission-driven, community-based service environment
- Organizational transition and culture integration in partnership with Vizx Corp
KEY RESPONSIBILITIES
1. Clinical Operations & Service Delivery
- Lead delivery of services across all program lines with full accountability for member outcomes, caregiver quality, and program integrity
- Maintain the multidisciplinary team (MDT) structure required under applicable regulations — ensuring each function is appropriately staffed, supervised, and performing
- Oversee caregiver and direct care worker recruitment, onboarding, annual evaluation, and ongoing support to sustain program quality and member safety
- Ensure timely completion of all clinical documentation: assessments, prior authorizations, care plans, and discharge planning
- Monitor clinical quality indicators and drive continuous improvement across all care delivery programs
2. Regulatory Compliance & Risk Management
- Maintain full compliance with ADHS licensing requirements applicable to program scope — which may include AAC R9-10 (behavioral health residential), ARS Title 36 (health services), and/or DDD Developmental Home program standards
- Own AHCCCS/ALTCS contractor compliance — including audit readiness, incident reporting, and corrective action plans submitted to AHCCCS
- Maintain CARF accreditation across all applicable service lines — internal monitoring, policy compliance, and mock survey preparation
- Oversee Level 1 Fingerprint Clearance Card compliance for all staff, contractors, and caregivers per ADHS requirements
- Ensure mandated reporter training and compliance for all applicable staff under ARS 13-3620
- Monitor ADHS, DBHS, DDD, and AHCCCS regulatory changes and implement policy updates proactively
- Maintain HIPAA compliance and all data governance obligations under AHCCCS contractor agreements
3. Financial Leadership
- Own the organization's P&L — managing budget, cost structure, and financial performance to margin and growth targets set with Vizx Corp leadership
- Oversee revenue cycle performance: billing accuracy, claims submissions, AR aging, prior authorization compliance, and payer reconciliation
- Identify and execute opportunities for financial efficiency, service-line growth, and sustainable scaling
- Deliver regular, board-quality financial performance reporting to Vizx Corp leadership
4. Workforce Leadership & Organizational Culture
- Lead, develop, and retain a high-performing executive and clinical team — with clear expectations, ongoing feedback, and visible accountability
- Own talent strategy: workforce planning, succession readiness, and key-person risk mitigation in a competitive labor market
- Build and maintain a culture of mutual respect, clinical excellence, and organizational pride across a diverse workforce
- Serve as a stabilizing, accessible executive presence for staff, caregivers, and community partners throughout organizational transition
5. Stakeholder & Community Relations
- Maintain and grow referral relationships with Maricopa County hospitals, behavioral health providers, SNFs, PCPs, and community-based organizations
- Serve as the primary executive representative with AHCCCS, ALTCS, DDD, and contracted managed care organizations (UnitedHealthcare Community Plan AZ, Mercy Care, Banner)
- Build relationships with ADHS, DBHS, and DDD regional offices relevant to the organization's licensed program areas
- Engage with Arizona tribal health programs, Native American community organizations, and Spanish-speaking community networks throughout Greater Phoenix
- Communicate proactively with members, families, caregivers, and guardians in their primary language or through qualified interpreters
6. Organizational Transition & Integration
- Partner with Vizx Corp's Director of Administration & Operational Systems on system onboarding, policy harmonization, and operational alignment
- Build the executive team and operational infrastructure required for sustained performance at scale in the Phoenix, AZ market
- Develop and execute a 12-month strategic roadmap anchored in quality outcomes, regulatory compliance, and program growth
QUALIFICATIONS & LICENSURE
Licensure & Background Check Requirements — Phoenix, AZ
- BHME (Behavioral Health Manager/Executive) credential is strongly preferred and
- NHA, LCSW, or equivalent credential.
- Background Check Required: Level 1 Fingerprint Clearance Card (ADHS) required prior to hire; no DPS disqualifying offenses
- Mandated Reporter: Arizona Mandated Reporter (ARS 13-3620) — certification required prior to hire
Required Qualifications
- 7+ years of progressive healthcare leadership, with at least 3 years in an executive or senior director role in Arizona or a directly comparable state regulatory environment
- Demonstrated P&L ownership in an AHCCCS-contracted, behavioral health residential, developmental disabilities, or ALTCS community care organization
- Direct operational experience within ADHS licensing frameworks — specifically AAC R9-10 (behavioral health) and/or DDD program standards and/or ALTCS community care requirements
- Track record of leading organizations through CARF accreditation, AHCCCS contractor audits, or equivalent quality reviews
- Financial fluency in AHCCCS billing, managed care payer contracting, and healthcare revenue cycle management
- Demonstrated ability to build and retain mission-driven teams in a high-demand, community-based service environment
- Exceptional communication skills across ADHS regulators, AHCCCS contractors, clinical staff, caregivers, and executive leadership
Preferred / Differentiating
- BHME (Behavioral Health Manager/Executive) credential and/or LISAC (Licensed Independent Substance Abuse Counselor) — strongly preferred for roles with ABHRS program scope
- NHA (Nursing Home Administrator) license and/or LCSW (Licensed Clinical Social Worker) — preferred
- Prior Executive Director, CEO, or Administrator role at an ADHS-licensed ABHRS, DDD Developmental Home, or ALTCS community care organization
- CARF accreditation experience specific to behavioral health, community integration, or residential services
- Familiarity with DDD Developmental Home programs, AHCCCS LTSS waivers, or Arizona HCBS transition requirements
- Experience supporting corporate acquisition, organizational restructuring, or multi-program integration
- Master's degree in Healthcare Administration, Business Administration, Public Health, or related field (MHA, MBA, or MPH preferred)
- ACHE Fellow (FACHE) credential valued
- Bilingual: Spanish fluency strongly preferred; Native American language proficiency a meaningful differentiator
