Assistant Training Director - UA Local 290 Apprentice and Journeyman Training Fund

Summary

The Assistant Training Director manages critical functions, activities and compliance of the apprenticeship program and facilities. In addition, this role supports the Director of Training in efforts and activities to innovate and grow the Training Center.

Reports to: Director of Training

Status: Full-time Exempt, At-will, non-represented

Direct Reports: Program Coordinators, Administration, Janitorial

Pay and benefits: General Foreman rate + 5%

Our UA Local 290 Joint Apprenticeship Training Committee’s (JATC) primary mission is to train highly qualified, skilled and marketable Plumbers, Steamfitters, and HVAC/R technicians for our industry. We are dedicated to developing professionals who bring expertise, character and a sense of teamwork to the clients we service, the contractors who employ us and the union we represent.

Key Initiatives - 30 to 180 days

Learn current dispatch policies, train in dispatching apprentices
Learn Administrative Staff duties
Learn all Standard Operating Procedures
Become familiar with COE, ACCE requirements
Learn BOLI and ATD Apprenticeship Standards, Policies and Procedures, Apprentice Handbook
Review Outreach Coordinator duties in order to advise and collaborate
Assist the Director of Training in current building projects
Learn JATC meeting operations and individual responsibilities
Assume responsibility for Administrative Staff and Coordinator meetings, and other committee responsibilities including the Investigation Subcommittee
Learn software and understand vendors
Understand the current Training Center budget
Review and document current Inventory and Purchasing Systems including understanding Amazon ordering

Core Functions and Activities

Systems and JATC Administration

Manage approving Amazon purchase orders, book orders and book inventory
Manage IT functions including staff laptops, permission levels, phones, manage Ability, help tickets with Union Manager, assisting staff with technical issues
Manage IT systems and vendors, including Ability, Integrated Software, Verizon, Docusign, Cytracom Phone System and Securitas
Manage website administration
Manage other company assets including gas cards, credit cards and digital business cards
Ensuring that timelines for business actions are planned and included on the JATC monthly agenda in order to keep on track
Approve and review monthly JATC agenda prior to distribution
Review JATC disciplinary actions prior to notification to apprentices
Manage monthly cite list

Program Administration

Manage Apprenticeship Applications
Apply and enforce Standards, Policies and Procedures, and policies and rules in the Apprentice Handbook
Review BOLI, DOL rules, policies and laws applying to apprenticeships when necessary
ASME copyright and licensing permission every 2 years
Review and approve book purchases
Collaborate with the Director of Training to identify and apply for grants
Manage the Training Center Budget
Manage general apprenticeship communication including inclement weather, annual events, invoices, start of school, school dates, general information including grants
Must complete Coordinator Certification within 3 years of eligibility to attend

Management

Assume Director responsibilities when needed during absences, travel
Manage Administrative and Janitorial staff, including approving timecards, time off requests
Administrative tasks including payroll, approving timecards and time off requests, expense reimbursements, hotel reservations for apprentices, instructors and other staff, other travel plans including car rentals, distribution of mail, dispatch, rerates, being available and solving problems, making sure things are done according to rules and regulations
Collaborate with Director of Training in setting goals and objectives for each program, assist in management of Coordinators and Full-time Instructors
Strategic development and implementation of solutions to complex problems in alignment with applicable rules and policies.
Acts as a Project Manager for initiatives and special projects
Participate and contribute to monthly Investigation Subcommittee Meetings
Participate and contribute to monthly Executive Session Meetings
Manage new hire processes with Human Resources
Facilitate Local 11 and Local 49 contract and benefits administration

Programs and Support

Manage apprenticeship activities, including the annual Apprenticeship Competition
Manage Graduation activities
Coordinate ITP annual training, including enrollment, organizing travel and accommodations
Provide resources, support and appropriate solutions to apprentices
Participate in State Boards related to the program if the opportunity arises

Other Duties and Activities will be assigned as needed

Experience + Licensure

Must be tradesperson
Must have completed an apprenticeship program
5+ years of journeyman field experience required, 10+ years preferred
Must have 2+ years of experience as a foreman or higher
This position has a great deal of regulatory responsibility: Candidates must have experience in administration and project management
Must have experience managing people

Preferred Experience:

Experience managing administrative professionals, operations and office logistics
Experience leading a complex project
3-5 years experience in a similar professional role
Budget Management

Environment

This position is on site, and is a mix of seated work at a computer, walking, bending, and using tools, occasionally driving long distances, occasionally using a forklift. Lifting up 50 lbs. The main campus where the job mostly takes place is large and flat, significant walking is required to get from building to building.

Travel

There are currently six (6) training centers in the state of Oregon, one (1) in Washington and one (1) in California. Site visits to each location may be required from time to time. Travel to conventions and training is required.
