Job Summary
The Program Manager oversees and manages program support operations for the Nevada State Board of Dental Examiners (“Board”). This position provides direct supervision, guidance, training, and performance oversight for Program Support staff and is responsible for ensuring the efficient, accurate, and compliant administration of assigned Board programs.
The Program Manager is responsible for the planning, coordination, tracking, and operational management of the following program areas: Continuing Education Courses, Advanced Education Programs, Infection Control Programs, Anesthesia and Sedation Programs, and Public Health Programs. This position ensures that program activities are properly documented, timely, organized, and carried out in accordance with Board policies, procedures, and applicable requirements under NRS Chapter 631 and NAC Chapter 631.
This position works closely with the Executive Director on committee planning and management, including agenda development, meeting preparation, and materials coordination; follow-up tracking; and operational support for the Anesthesia Committee, Infection Control Committee, Continuing Education Committee, and the Dental Hygiene, Dental Therapy, and EFDA Committee.
The Program Manager serves as a key operational liaison between the Executive Director, Board staff, committee members, Board agents, licensees, program participants, and external stakeholders. This position is expected to exercise sound judgment, maintain confidentiality, support regulatory compliance, have good customer relations and conflict resolution skills, and provide professional leadership to ensure consistent and effective program operations.
This position reports to the Executive Director.
Starting Grade and Step Range: 27-01 to 27-10
- Starting Salary Range with Employer/Employee Retirement Contribution Option 1:
- $76,608.72 to $100,098.72
- Starting Salary Range with Employer Retirement Contribution Option 2:
- $65,625.84 to $85,733.28
Key Responsibilities
Program Oversight and Management
- Oversee the administration, coordination, and tracking of Board programs, including Continuing Education Courses, Advanced Education Programs, Infection Control Programs, Anesthesia and Sedation Programs, and Public Health Programs.
- Develop, maintain, and improve internal workflows, tracking systems, procedures, templates, and program documentation.
- Ensure program files, records, correspondence, and supporting materials are complete, accurate, organized, and maintained in accordance with Board standards and applicable records retention requirements.
- Monitor program deadlines, reporting requirements, and committee assignments, and follow-up on staff action-items to ensure timely completion.
- Identify operational gaps, inefficiencies, or compliance concerns and recommend improvements to the Executive Director.
- Support the development and implementation of program policies, procedures, forms, checklists, and guidance documents.
Supervision of Program Support Staff
- Supervise, train, assign, and evaluate the work of Program Support Staff.
- Provide day-to-day direction to ensure program support tasks are completed accurately, professionally, and on time.
- Review staff work product, including correspondence, meeting materials, schedules, reports, forms, records, and program documentation.
- Establish priorities, delegate assignments, monitor workload, and ensure continuity of operations during staff absences or high-volume periods.
- Promote consistency, accountability, professionalism, and strong customer service within the Program Support Team.
- Assist the Executive Director with staffing assessments, performance feedback, workflow planning, and operational structure for program support functions.
Program Support Areas
Continuing Education Courses
- Oversee the processing, tracking, and coordination of continuing education course-related matters.
- Ensure continuing education course materials, applications, correspondence, records, and committee materials are complete and organized.
- Coordinate with staff, applicants, committee members, and the Executive Director regarding continuing education course review and follow-up.
- Maintain accurate tracking systems for continuing education course submissions, status updates, approvals, denials, and pending items.
- Support the preparation of continuing education reports, summaries, and committee materials.
- Work cooperatively with the Administrative and Licensing Manager to process CE provider application payment.
Advanced Education Programs
- Manage administrative and operational support related to advanced education program matters.
- Coordinate program documentation, correspondence, review materials, and tracking systems.
- Work with staff and the Executive Director to ensure advanced education program materials are complete, properly reviewed, and maintained.
- Assist with identifying regulatory, procedural, or operational needs related to advanced education programs.
- Support communication with educational institutions, licensees, applicants, and other stakeholders as directed.
- Work cooperatively with the Administrative and Licensing Manager to process advanced education provider application payment.
Infection Control Programs
- Oversee program support functions related to infection control inspections, documentation, scheduling support, reporting, and follow-up.
- Coordinate with Board staff, Board agents, licensees, and the Executive Director to support timely and accurate infection control program operations.
- Ensure inspection-related records, communications, and status updates are properly tracked and maintained.
- Assist with preparing materials for Infection Control Committee meetings, including reports, summaries, agendas, and supporting documentation.
- Monitor program trends, workflow challenges, and recurring compliance issues and report findings to the Executive Director.
- Work cooperatively with the General Counsel as needed to facilitate due process hearings.
Anesthesia and Sedation Evaluation Programs
- Oversee program support functions related to anesthesia and sedation evaluations, permits, scheduling support, documentation, reporting, and follow-up.
- Coordinate with Board staff, Board agents, evaluators, licensees, and the Executive Director to support timely and accurate anesthesia and sedation program operations.
- Ensure anesthesia and sedation program records, correspondence, evaluation materials, and tracking systems are complete and current.
- Assist with preparing materials for Anesthesia Committee meetings, including reports, summaries, agendas, and supporting documentation.
- Monitor program status, pending evaluations, outstanding documentation, and follow-up items to ensure operational continuity.
- Work cooperatively with the General Counsel as needed to facilitate due process hearings.
Public Health Programs
- Oversee administrative and operational support for Board public health programs.
- Coordinate documentation, correspondence, reporting, tracking, and stakeholder communication related to public health program matters.
- Work with the Executive Director to support public health initiatives, program development, implementation, and review.
- Maintain organized records and tracking systems for public health program activities.
- Assist with preparing summaries, reports, and materials related to public health program operations.
Meeting Planning and Management
- Work closely with the Program Support Staff, General Counsel, and Executive Director as needed to plan, organize, and manage committee activities for the Anesthesia Committee, Infection Control Committee, Continuing Education Committee, Dental Hygiene Committee, Dental Therapy Committee, and Expanded Function Dental Assistant Committee.
- Coordinate with staff, committee meeting schedules, agendas, notices, materials, minutes, follow-up assignments, and supporting documentation.
- Track committee action items, recommendations, pending matters, and deadlines.
- Ensure committee materials are accurate, organized, and available for review in advance of meetings.
- Support compliance with open meeting requirements, Board policies, and applicable legal protocols.
- Attend committee meetings as necessary and provide administrative, operational, and follow-up support.
- Coordinate communication between committee members, Board staff, the Executive Director, General Counsel, and external stakeholders.
- Support the Executive Director in preparing program-related materials for Board meetings.
- Assist with reports, summaries, agenda items, committee updates, and supporting documentation.
- Provide status updates on assigned programs, committee work, staff assignments, and operational priorities.
- Assist with meeting logistics, document preparation, public posting requirements, and records organization as needed.
- Ensure that program-related Board materials are accurate, complete, and professionally prepared.
Communication and Stakeholder Coordination
- Serve as a professional point of contact for staff, licensees, applicants, educational programs, Board agents, committee members, and members of the public regarding assigned program areas.
- Respond to routine and complex program inquiries within the scope of authority and escalate legal, regulatory, or policy-sensitive matters to the Executive Director or General Counsel.
- Prepare, review, and coordinate correspondence, notices, reports, and program communications.
- Promote clear, consistent, and professional communication across program areas.
- Maintain confidentiality and discretion when handling sensitive, legal, regulatory, personnel, or compliance-related information.
Records, Compliance, and Reporting
- Ensure program records are maintained in accordance with Board policies, records retention requirements, and applicable state laws.
- Develop and maintain tracking reports, status logs, calendars, databases, and other tools to support program accountability.
- Review program documentation for completeness, consistency, and accuracy.
- Assist with public records requests by locating, organizing, and preparing responsive program materials under the direction of the Executive Director or General Counsel.
- Support audits, internal reviews, reports, and operational assessments related to assigned program areas.
Qualifications
Education & Experience
- Bachelor’s degree in healthcare administration, business administration, public administration, or a related field required.
- Professional experience in a healthcare setting required, dental setting is ideal.
- Supervisory, program management, regulatory, government agency, or administrative management experience preferred.
- Master’s degree in healthcare administration, business administration, public administration, public health, or a related field preferred, but not required.
- Experience with meeting preparation, agenda development, records management, compliance tracking, and stakeholder coordination preferred.
