Overview:
We are hiring an Senior EHS Specialist to oversee full-cycle Environment, Health & Safety compliance for a solar cell manufacturing project. This role covers pre-construction permit acquisition, construction site safety supervision, and post-operation factory EHS daily management. The incumbent will coordinate with internal engineering teams, external consultants, contractors, and local, state & federal regulatory authorities to secure all mandatory environmental and safety approvals, eliminate construction hazards, and maintain long-term EHS compliance of the HJT cell manufacturing plant.
This position offers a unique opportunity to participate in the development of the Heterojunction (HJT) solar cell manufacturing facilities in the United States and work closely with internal stakeholders, engineering teams, consultants, contractors, and regulatory agencies throughout the project life cycle.
Key Responsibilities:
- Permitting & Regulatory Approval Management
1. Develop customized EHS permitting roadmaps, timelines and cost budgets for the new solar cell manufacturing facility; identify all required local, state and federal environmental & safety permits covering air emission permits, hazardous waste generator ID registration, industrial wastewater discharge approvals, hazardous material handling permits, fire protection & sprinkler system permits, electrical safety certifications etc.
2. Lead full preparation, submission, follow-up and closeout of all EHS permit applications; act as the primary liaison with environmental bureaus, fire departments, TCEQ and other jurisdictional regulatory authorities.
3. Review all fire protection design drawings, construction specifications and fire safety plans; coordinate revisions with engineering teams to address official review comments, and drive full acquisition of fire pre-construction permits and final fire occupancy approvals.
- Construction Site Safety Supervision
1. Establish on-site construction safety management systems, conduct daily safety patrols, regular hazard identification, risk assessment and safety training for all contractors and on-site personnel.
2. Monitor construction compliance with OSHA, Texas state safety codes and project EHS rules; issue corrective action notices for unsafe operations, track rectification progress and eliminate potential safety incidents.
3. Manage construction-related environmental controls including dust suppression, wastewater containment, hazardous construction waste segregation and temporary chemical storage compliance.
- Post-Operation Factory EHS Daily Management
1. After plant commissioning, support the EHS Manager to manage routine factory EHS operations, covering occupational health monitoring, workplace safety inspection, hazardous waste storage & disposal, air/water pollutant discharge monitoring, chemical inventory control and emergency response drill organization.
2. Build and maintain complete EHS document archives including all permits, compliance records, inspection reports, training logs, waste transfer manifests and occupational health files.
3. Develop EHS compliance tracking dashboards, compile regular EHS performance reports for internal leadership and external regulatory audits.
- Cross-Functional Collaboration & Ad-hoc Work
1. Cooperate with engineering, production, construction and permitting teams to resolve regulatory non-compliance issues and meet all approval conditions.
2. Track updates of federal, state and local environmental, safety and occupational health regulations; adjust internal EHS policies proactively to maintain continuous compliance.
3. Complete other EHS-related tasks assigned by the EHS Manager and company leadership.
Required Qualifications
1. Bachelor’s degree or above in Environmental Science, Environmental Engineering, Safety Engineering, Occupational Health or other related disciplines.
2. Minimum 5 years of hands-on EHS working experience focusing on greenfield industrial construction projects; proven track record of independently applying for air emission permits, hazardous waste generator registrations and fire safety permits.
3. Prior EHS experience in photovoltaic/HJT solar cell manufacturing or semiconductor factory construction projects is strongly preferred.
4. In-depth knowledge of US federal & Texas state EHS regulations (OSHA, TCEQ, fire code, hazardous waste management rules, industrial emission standards etc.), and full familiarity with the local permitting process in Houston metropolitan area.
5. Solid project management, document organization and cross-team communication skills; capable of coordinating with third-party consultants and government regulatory agencies independently.
6. Familiar with construction site safety management protocols, fire protection design review standards and factory post-operation EHS daily operation workflows.

TOYO Solar is expanding its U.S. manufacturing platform through the development of a state-of-the-art 1.5 GW Heterojunction (HJT) solar cell manufacturing facility in the Houston metropolitan area, Texas. The new facility will be co-located with TOYO’s existing solar module manufacturing operations, creating an integrated domestic manufacturing hub that supports the production of high-efficiency, U.S.-made solar products.
As part of TOYO’s long-term strategy to build a vertically integrated and FEOC-compliant solar manufacturing platform in the United States, the facility will produce next-generation HJT solar cells designed to deliver industry-leading efficiency, enhanced energy yield, and improved supply chain resilience for the U.S. solar market.
The project is currently progressing through site development, engineering, permitting, and construction planning phases. TOYO is seeking experienced professionals to support the successful development, construction, and operational readiness of this strategic manufacturing project.
