POSITION SUMMARY: Responsible for the management and administration of all Home and Community Health Services, programs, and projects within the Southern Ute Indian Tribe Health Services Division.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Responsible for general management and supervision of day–to-day activities of the Home and Community Health Services programs, projects administered by CHR staff, Home Health, and Medical Transportation Assistance.

2. Responsible for administering the personnel management function of the Home Health and Community Health Services programs to include employee recruitment, orientation, supervision, scheduling of assignments and leave, disciplinary actions, performance evaluations, training, and skills development with Tribal Personnel Policies and Procedures.

3. Responsible for general management and supervision of budget and fiscal management, strategic planning, and program management and evaluation, assuring the programs and administrative functions are integrated to provide quality services and optimum utilization of resources in the Home & Community Health Services Programs.

4. Ensures Programs are operated according to approved program and safety standards.

5. Establishes and implements appropriate assessments, reassessments, and required oversight ensuring services delivered are services required by membership.

6. Establishes standards for educational levels amongst programs employees and ensures all employees are provided a method and opportunity to attain standard.

7. Participates in the development of all related CHR P.L. 93-638 contract annual funding agreements and scopes of work.

8. Establishes and implements a Quality Improvement program in all areas assigned. Generates reports showing movement related to quality measures, when required.

9. Prepares and processes procurement documents for supplies and equipment.

10. Prepares required documents and reports as necessary by the Tribe and Health Services Division for continued Grant and P.L. 93-638 compliance. This includes work plans, progress reports, quarterly, and annual reports.

11. Evaluates the effectiveness of the division programs on an ongoing basis and makes recommendations to the Tribal Health Director regarding improvement in the delivery of services to customers.

12. Develops and Communicates information regarding program services to the Tribal Membership and Native Americans in CHSDA.

13. Ensures that customers are provided with quality services in a timely manner. Personally, interacts with clients being provided services to assure satisfaction.

14. Establishes tracking of productivity within all programs. Provides monthly reports to the Tribal Health Director, as requested.

15. Prepares and submits an annual report through the Tribal Health Director to Tribal Council, the Indian Health Service, and federal funding agencies.

16. Attends and participates in local boards, committees, and task forces as deemed appropriate by supervisor to achieve goals and objectives of the department.

17. Exhibits professional behavior in a manner reflecting positively on the Tribal Health Department and the Southern Ute Indian Tribe.

18. Facilitates and conducts staff meetings monthly, and training when required or requested.

19. Maintains confidentiality of all program and client records.

20. Promotes a positive, supportive, and team-oriented work environment.

21. Performs other duties as assigned.

QUALIFICATIONS:

Must have a High School Diploma or Equivalent.

Must have 3 years of experience in the medical field, including but not limited to, Medical Front or Back Office, Patient Registration, Medical Records Administration, Medical Assistant, Physical Therapy Aide, and/or Surgery Scheduler.

Must have 3 years of supervisory experience.

Must have experience in customer service.

Must have knowledge of grant writing and compliance, budget administration, and accounting procedures.

Must have experience in computer software programs including Microsoft Word, Excel, and Outlook.

Must provide current immunization records or obtain required immunizations at the Tribal Health Center prior to starting work to meet regulations required for all clinical providers.

Must provide recent TB test results or be able to obtain a TB test at the Tribal Health Center prior to starting work.

Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy.

Must pass a thorough criminal history background check including fingerprints.

Must pass a pre-employment drug test.

PREFERRED QUALIFICATIONS:

Bachelor’s degree in Public Health, Healthcare Administration, Business Administration, or related area.

Experience working in Public Health or Home Health.

Knowledge and familiarity with the Southern Ute Indian Tribe and/or Native American Tribes or organizations.

Familiarity with Indian Health Service health programs.

General knowledge of Indian Self Determination P.L. 93-638.

Experience with IHS medical record system.

TERO preference.
