JOB SUMMARY
This position supports the activities of a multiple county Recovery Center, in addition to assisting the Director in supervisory tasks and day to day operations of the programs. The Program Manager provides effective guidance and support to ensure that the goals and objectives of the programs are met, provides guidance and direction to the staff relative to procedures, policies, training and development, and managing multiple programs in Chautauqua County. The Program Manager will work with the Director of Housing and Peer Services in development, documentation, data collection, time and attendance and recordkeeping.
ESSENTIAL FUNCTIONS:
- Assist in collaborations with each partnering agency
-Responsible for developing and maintaining all standards of employee performance, training, and review regarding the program.
-Facilities daily/weekly/monthly collaboration and staff meetings.
-Consults with the Director of Housing and Peer Services and provide updates and reports.
- Assist in Employment functions:
-Assist in onsite supervision and support.
-Works with partnering organizations to collaborate all events and staff activities.
-Assists with selection and interviewing applicants.
-Assists management with performance appraisals.
-Oversees Chautauqua County STRAWW Program/Employees
-Communicates and coordinates with Program Director
- In representing Recovery Options Made Easy, Inc.:
-Attends meetings and events as assigned.
- Coordinates and maintains relationships with consumers, community agencies, providers and governmental entities and others as directed by management.
- Accurately completes in a timely manner, all required paperwork, which includes but is not limited to:
-Documenting consumer contacts, activities, events and programming.
-Assist in collecting or creating statistical reports.
-Assist with data entry, mailings and written communications with providers
-Assist in data collection, maintaining program wait list and program specific documentation.
-Timecard approval
- Assist Director with Training and Development of Staff
-Mentor Staff in necessary job duties and responsibilities
- Supports Agency Safety and Risk Management Program for each Staff member.
- Maintains a positive, cooperative attitude with Staff, Consumers and Providers.
- Ensures all HIPAA and all Federal and State confidentiality regulations are followed.
- Travel as required to fulfill job responsibilities.
- Review/approve timecards.
ADDITIONAL RESPONSIBILITIES: Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Manages employees and is responsible for the overall direction, coordination and evaluation of these employees. Carries out supervisory responsibilities in accordance with the organization's policies. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work; timecard approval, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
COMPLEXITY OF WORK AND DECISION MAKING:
Works in accordance with policies and regulations which may require judgment, initiative, creativity and the ability to deal with complex factors and making of decisions based on conclusions for which there may be little precedent.
AUTONOMY AND ACCOUNTABILITY:
Works from general objectives (such as governmental and agency compliance standards) and broad and varying policies, procedures, rules or precedents with significant functional guidance. Refers specific cases to supervisor for clarification or interpretation. Review by supervisor focuses on achievement of the objective and not necessarily on the means, except when required to ensure compliance with regulations.
TECHNOLOGY, EQUIPMENT OR TOOLS:
Microsoft Office skills including Excel, Word and Outlook.Evidence of skills demonstrated by the ability to perform all of the basic functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters as well as the ability to create and edit workbooks. General office equipment is used including fax machine, computer and phone system.

Work follows established practices and operating procedures with some latitude for independent judgment.Maintains strict visual contact with work up to 90% of the time.May occasionally lift up to (35) thirty-five pounds. without mechanical assistance.Work involves sitting, driving, and ambulating from task to task. The noise level in the work environment is usually light.
EDUCATION & EXPERIENCE:
- Bachelor of Arts Degree in Human Services, or related field and three (3) year of experience providing mental health services, with two (2) years of demonstrated management experience OR Associates Degree in Human Services, or related fields and four (4) years experience providing mental health services and three (3) years of demonstrated management experience OR An equivalent amount of education and/or experience in the mental health services field, and proven team leader, coordinator or supervisory skills.
- Experience as a mental health service recipient.
- High School Diploma or GED and three (3) years' experience.
- Completion of a peer advocacy training program or related certification is preferred.Academy of Peer Services Certification must be completed within the employees first 6 months in this position if the employee is not currently certified.
- Must have a valid Class D Driver License, reliable transportation and automobile insurance.
- Must have had active participation in mental health self-help activities, peer support or peer advocacy programs or recipient-run organizations or similar experiences or programs.
KNOWLEDGE, SKILLS & ABILITIES:
·General knowledge of recipient benefits, governmental process, consumer rights, case-management, and operations of the agency and possess effective advocacy skills.
·Knowledge of all contracted counties, partners and providers and has ability to work in a collaborative way.
·Knowledge of the organization and operations of administrative programs.
·Ability to develop long term plans and programs and evaluate work accomplishments.
·Ability to apply and adapt practices and techniques to the special requirements of the program and senior management.
·Ability to establish and maintain effective relationships with other management staff, employees and the general public.
·Ability to present facts and recommendations effectively in verbal and written format.
·Knowledge of supervision of staff with problem solving skills and a strong emphasis on team building.
·Able to work in multiple counties and be flexible in dealing with different county expectations, regulations and requirements.
·Ability to maintain a mobile office with use of a phone and laptop.
·Have proficiency with Word, Excel and database software.
Wage Range: $22.00 per hour to $25.00 per hour for a 75 hour bi weekly pay date
