Within the Division of Learning Services, the Office of Quality Schools works to manage the Missouri School Improvement Program (MSIP), the state’s accreditation system for public school districts. This office also administers a wide range of state- and federally funded programs that assist local schools (Title I, Title III and other federal programs), charter and other innovative schools, as well as developing a statewide system of support for schools, communities and families. Schools also are provided assistance on federal and state-developed improvement initiatives which are coordinated with other state and regional services.

Responsibilities - What you’ll do

Supervises, coordinates and evaluates the day-to-day management of personnel, programs and services assigned to the Office of Quality Schools (OQS) by the Commissioner and Deputy Commissioner of Learning Services.
Develops and supervises all aspects of the Missouri School Improvement Program (MSIP), the state mechanism for accreditation of school districts and the system of accountability for state and federal purposes.
Coordinates the development, implementation, collection, and evaluation of the Missouri Assessment Program.
Reviews and advises on federal programs administered by sections in the Office to ensure conformity with the statutes, regulations and guidelines.
Assists in the development and implementation of Department policy and the strategic plan including the vision, mission, core values, priority areas, success measures and strategic actions.
Directs, supervises and reviews state and federally financed programs in accordance with the policies of the State Board of Education and Missouri statutes.
Maintains professional relationships with external stakeholders and works cooperatively with all levels of the organization.
Informs and advises the Deputy Commissioner of Learning Services on the implementation and effectiveness of policies and recommends improvements.
Participates in continuous improvement activities including self-directed professional development and the development of team members.
Assists the Deputy Commissioner of Learning Services with providing critical Office information to the Commissioner and the State Board of Education.
Supervises the development and filing of Department rules and regulations affecting the Office as provided in Chapter 536, RSMo.
Represents the Department at various local, area, state, regional and national conferences or meetings.
Completes special assignments as requested by the State Board of Education, Commissioner or Deputy Commissioner of Learning Services.
Serves as a resource to school districts, career centers, and local education agency (LEA) officials, and other individuals and agencies in the areas of assessment, accountability, federal programs, school improvement and charter schools.
Prepares and submits to the Deputy Commissioner of Learning Services recommendations regarding matters requiring board action, and prepares necessary and helpful facts, information and reports as needed to help inform decisions.
Facilitates ongoing meetings with Office leaders, both individually and collectively, for the discussion of the Department and Office activities.
Keeps up-to-date on education issues and trends.
Performs related work as assigned by the Commissioner and Deputy Commissioner of Learning Services.

Qualifications - All you need for success Minimum Qualifications:

Master’s degree (doctorate preferred) in an education field or closely related area and four years of progressively responsible experience in at least two of the following: school improvement, accountability, measurement, large scale assessment, Missouri education law, implementation of the Elementary and Secondary Education Act.

OR
Minimum of eight years of progressively responsible leadership and experience in education, education administration, or a closely related field. Experience must include at least two of the following: school improvement, accountability, measurement, large scale assessment, Missouri education law, implementation of the Elementary and Secondary Education Act.

Lack of post‐secondary education will not be used as the sole basis denying consideration to any applicant.
