Job Title: Domestic Violence System Coordinator

Classification: Non-exempt (hourly)

Reports to: Regional Coordinated Entry System Manager

About Us

Somerville Homeless Coalition (SHC) is a human services agency helping families and individuals in all stages of homelessness and housing insecurity. Services include emergency shelter, housing search case management, daytime drop-in, street outreach, supportive housing, homeless/eviction prevention and connections to supplemental services. SHC also operates Project SOUP, which is a food service program that includes a pantry marketplace, community meals and delivery of groceries to the homebound. Position Summary

The Domestic Violence (DV) System Coordinator is responsible for operating the Domestic Violence Coordinated Entry system (DV CE) in the Balance of State (BoS) Continuum of Care (CoC). DV CE is a low barrier, confidential way for individuals and families fleeing domestic violence, dating violence, sexual assault, stalking and human trafficking to be considered for ESG (Emergency Solutions Grant) and CoC-funded services and housing opportunities. Households must meet the HUD Category 4 Homeless definition as well as the BoS definition of fleeing or attempting to flee to be eligible.

The DV System Coordinator facilitates access to DV CE by working closely with Victim Service Providers (VSPs) to accurately enter coded client data into the DV CE database. The DV System Coordinator also works directly with clients to complete intakes and assessments when appropriate. The DV System Coordinator is responsible for making referrals to all DV-specific housing projects in the CoC, including Rapid Rehousing, Transitional Housing, and Permanent Supportive Housing. The DV System Coordinator also manages part of the VSP subcontract through the DV CE program. This subcontract provides danger assessment, safety planning, and follow-up referrals for clients enrolled in mainstream CE (i.e. Category 1 Homeless) who are also fleeing or attempting to flee domestic violence. The DV System Coordinator is responsible for providing the VSP subcontractor with information to be able to connect with eligible clients. The DV System Coordinator meets at least monthly with the VSP subcontractor to ensure that services are being provided in accordance with the subcontract. The DV System Coordinator is not responsible for monitoring financial reporting.

As capacity allows, the DV System Coordinator also provides danger assessment, safety planning, and housing navigation services to clients at SHC who are fleeing or attempting to flee.

Essential Functions, Duties and Responsibilities

Engage with all VSPs in the BoS CoC to spread information about the DV CE system and promote client access.
Direct people in the CoC who are fleeing or attempting to flee domestic violence to appropriate DV CE access points and other resources.
Receive completed intake packets from VSPs and ensure that packets are accurately completed.
Input completed intake data into HMIS using a coded system to preserve client confidentiality.
Verify eligibility and complete DV CE intakes and assessments for clients who choose not to access CE through a VSP and are not engaged with another homeless service provider.
Provide a virtual access point for entry into DV CE for clients who cannot meet in-person.
Refer clients to DV-specific programs through HMIS, and work with the case manager (and the client when applicable) to gather eligibility documentation.
Update information in HMIS through regular communication with case managers, clients, and housing providers.
Communicate with the Coordinated Entry Regional System Manager to ensure equitable access, privacy of client information, and prompt, accurate referrals to vacancies.
Attend regional and local meetings relevant to the Coordinated Entry system.
Share information with BoS Regional Navigators and homeless service providers to ensure knowledge of local DV resources and how to best support clients fleeing domestic violence.
Complete initial safety planning, danger assessment, and CE enrollment for clients at SHC who meet the HUD Category 4 Homeless definition.
Provide housing navigation services to a set number of clients who are fleeing or attempting to flee who present at SHC.
Support the daily operations of the SHC Engagement Center as needed.
Support SHC staff working with clients fleeing domestic violence to consult on potential opportunities that may be available to them.
Collect feedback to inform systematic conversations to ensure we are consistently working towards a more equitable, effective and efficient CE system for clients that are fleeing domestic violence.
Manage the referral system for the DV CE subcontract with a VSP. The subcontract provides for danger assessment, safety planning, and follow-up referrals for clients in mainstream CE who are also fleeing or attempting to flee domestic violence.
Make, and follow up on, all referrals through the CE system to the VSP subcontractor.
Meet monthly with the VSP to check in on progress, review the functioning of the referral system, and address any areas of concern.
Demonstrate strong and clear communication both written and verbal
Abide by handbook rules, policies and code of conduct
Perform other related duties as assigned

Education, Abilities, Competencies and Experience Required

Knowledge of trauma-informed practices for working with clients experiencing domestic violence, dating violence, sexual assault, stalking and human trafficking.
Working knowledge of resources and services available to individuals fleeing domestic violence, dating violence, sexual assault, stalking and human trafficking
Commitment to protecting the privacy and safety of clients.
Ability to work effectively with all homeless sub-populations, including individuals and families with substance abuse issues, domestic violence histories, HIV/AIDS, mental illness, trauma, development disabilities, veterans, elderly and people with multiple diagnoses
High School Diploma
Minimum three years of experience in human services
Demonstrated ability to cultivate and maintain positive working relationships with other agencies.
Proven ability to advocate for clients.
Proficient computer skills with email, data entry, word processing and spreadsheets.
Highly organized.

Supervisory Responsibility

This position does not have supervisory responsibilities.

Work Environment

This job operates in an office and professional environment. This role routinely uses standard office equipment such as computers, phones, photocopiers. On occasion the job will require going out in events or organizations, based on the needs of the business.

Physical Demands

This is mostly sedentary outside of travel in an office space. This would require the ability to sit at a desk, frequent walking, bend or stand as necessary.

Position Type and Expected Hours of Work

Designated days and schedule will be primarily Monday-Friday though will also be based on the needs of the operation and business.

Travel

Position requires limited travel to VSPs in the CoC; based on the needs of CoC operations and SHC business.
