JOB: CITY WATER DISTRIBUTION OPERATOR

Wages: $20.37 - $24.43 DEPENDING ON MUNICIPAL EXPERIENCE
The above posted position will fill the vacancy of a full-time City Water Distribution Operator who will help Libby maintain and improve water mains, water meters, sprinkler systems and more. The position requires the applicant to have, or pass, the Montana certification to be a Water Distribution Operator within 3 years. A $1.70 +/- per hour raise is earned upon certification. WATER DISTRIBUTION OPERATOR POSITION DESCRIPTION
POSITION: Water Distribution Operator
DEPARTMENT: Streets
ACCOUNTABLE TO: Streets Supervisor, City Administrator, Mayor
SUMMARY OF WORK: The city water distribution operators tour the city on the first days of each month to read water meters, by radio and touch-read walking a few miles a day, for recording customer usage that is reported to the city for billing. Any extremely high or low readings will be investigated and troubleshot prior to completing water main repairs or contacting the customer to communicate the customers’ responsibilities. Phone calls will be made and late notices will be placed on the doors of customers that are late paying the bill. Touch-read meters are repaired and radio read meters are installed monthly with the goal of streamlining the meter reading process. When leaks or service requirements are identified on water mains and fire hydrants, water distribution operators will make the necessary repairs working with city service workers and heavy equipment. Operators investigate work orders from the billing clerks and make repairs as necessary.
When not reading, installing, repairing and replacing meters, water main and fire hydrants, water distribution operators complete other tasks. Starting in the spring, the operators activate the city irrigation systems and repair any leaks located. The system is maintained throughout the summer and deactivated in the fall. Anytime water and sewer systems are exposed through repair, replacement, or installation, ARC GIS readings are taken and notes as to the type, size, and depth of services are documented. In the winter months the operators may be applying deicer to the intersections throughout the city or assisting in plowing streets depending on experience.
Other duties that may be assigned when not actively engaged in working with the water infrastructure may be assisting with trimming and planting of city trees and grass, assisting with cemetery openings and closing, cleaning and maintenance of city facilities, assisting the city mechanic in repairing equipment, assisting the water and sewer plants with water pumps and transmission lines, assisting in street paving, and various other activities as directed.
JOB CHARCTERISTICS:
Nature of Work: The position performs technical duties requiring the ability to operate, maintain, inventory, and repair water metering equipment as well as the city irrigation and sprinkling systems. Requires working in extreme temperature and weather conditions. Must live within 15 minutes of the city and be available for 24-hour recall for emergencies. Must maintain confidential and sensitive customer information. Position requires the ability to work alone throughout the workday.
Personal Contact: Daily contact with the Streets Supervisor. Frequent contact with water customers and the public in dealing with water problems and complaints. Frequently provides and receives assistance from other city employees.
Supervision Received: Daily supervision from the Streets Supervisor.
Essential Functions: Ability to; use electronics to read meters, record readings, walk long distances while carrying 5 pounds of electronics regardless of weather and snow, drive city vehicles, clearly communicate, read and understand basic rules and regulations, maintain records, operate/repair/maintain equipment, lift objects weighing up to 75 pounds, work in confined areas, install/repair/maintain irrigation and sprinkling systems, walk and crawl on uneven ground and through snow, use hand tools, climb stairs and ladders. Must be able to complete basic plumbing connections with threaded pipes and fittings along with copper tubing and solder joints.
AREA OF JOB ACCOUNTABILITY AND PERFORMANCE:
Primary Duties:
Read water meters on a monthly basis.
Repair and overhaul regulators, valves, fire hydrants and other water equipment.
Repair leaks in water mains.
Track and map all water apparatus in ARC GIS.
Secondary Duties:
Operate a backhoe, front end loader, and dump truck.
Chip Ice at the Lower Reservoir and shovel snow as required.
Complete janitorial duties as directed to maintain clean and safe working conditions.
Assist City Service Workers, indoors and out, when directed.
Perform other duties as directed by the Foreman, Supervisor, City Administrator or Mayor.
JOB REQUIREMENTS:
Knowledge: This position requires a basic knowledge of handheld electronics in order to read water meters and a basic knowledge of plumbing, pipe fitting, and electricity along with basic knowledge of operating a backhoe, front end loader, and dump truck to make water main repairs. The job requires the use of ARC GIS to map the city infrastructure.
Skills: This position requires basic skills in the repair, maintenance, and operation of plumbing equipment and skills in handheld electronics.
Abilities: This position requires the ability to work independently, operate heavy equipment, pay attention to accuracy of numbers and records, climb ladders, drive city vehicles, lift heavy objects, work in cold weather, maintain confidentiality, communicate effectively, follow verbal and written instructions, and establish effective working relationships with fellow employees, supervisors and the public. The position also requires the ability to learn the use of ARC GIS for mapping the water and sewer infrastructure.
EDUCATION AND EXPERIENCE:
The above knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to the following.
High School Diploma or equivalent is required.
Experience in heavy equipment operations is recommended.
Possess a Class A Type II CDL or have the ability to obtain one through the city.
Experience in basic electronics and plumbing.
Possess a CPR and First Aid card or have the ability to obtain one through the city.
JOB PERFORMANCE STANDARDS:
