Full Job Description

We are looking for an experienced, detail-oriented, and highly ethical professional to join our Employee Experience team as a Payroll and Benefits Specialist.

By ensuring alignment between systems and maintaining strict regulatory compliance, you directly contribute to the retention and well-being of the approximately 120 team members who drive High Plains Bank forward.

The Day to Day

On a daily and monthly basis, you will immerse yourself in payroll operations, benefits portal administration and reconciliations. You will act as the go-to technical expert for our primary systems, including Gusto and Employee Navigator, while managing everything from HSA contributions, HRA administration and retirement plan oversight and compliance, to specialized banking compliance reports. From running annual worker's compensation audits to issuing crucial compliance disclosures and collaborating on strategic budget insights, your days will balance routine mathematical precision with highly impactful employee outreach.

What you bring to High Plains Bank

Experience

A minimum of 5 years of prior experience in payroll and benefits administration

Essential Skills and Knowledge

Proficiency in Google Workspace, Google Sheets, and computer skills
Deep familiarity with payroll software.
Familiarity with benefit plans and administration
Exceptional analytical skills
Outstanding communication and interpersonal abilities
A proven track record of handling sensitive and highly confidential information with absolute discretion

Desirable Skills and Knowledge

Familiarity with complex tracking and compliance structures, including discrimination testing, FMLA, Colorado FAMLI, unemployment regulations, and statutory wage garnishments.

Responsibilities of the position

Key Accountabilities

Payroll Processing & General Ledger Reconciliation: Ensure timely and accurate execution of bi-weekly payroll, perform corresponding journal entries, and reconcile GL accounts to ensure total alignment with the payroll provider.
Transactional Benefits & Portal Administration: Manage day-to-day enrollment and data changes within Employee Navigator, Empower, and Alerus portals, handle monthly HSA contributions, and process monthly premium reconciliation sheets.
Absence Management & Statutory Garnishments: Oversee all technical aspects of FAMLI leave documentation and benefit coordination, and manage the accurate calculation and remittance of mandatory employee wage garnishments.
Regulatory HR Compliance & Reporting: Act as the technical subject matter expert for mandated filings, execute annual discrimination testing (Cafeteria plan, workers' comp, KSOP), handle Medicare Part D disclosures, and generate reports for bank exams.
System Integrity & Technical Support Escalation: Manage employee databases and HRIS systems, audit wages/hours within Gusto and Employee Navigator, lead annual Pinnacol and internal I-9 audits, and serve as the expert support for Human Resource questions and issues.

Other Responsibilities

Monthly Reconciliations: Perform comprehensive monthly auditing tasks including tracking deductibles, balancing employee benefits, managing HSA and retirement contributions against their respective GL accounts, and balancing the payroll checking account statement.
Compliance Calendar Management: Execute critical annual compliance tasks distributed throughout the year, such as distributing labor posters, compiling employee census data for non-discrimination testing, submitting Medicare disclosures, managing Open Enrollment updates, and filing PCORI fees.
Ad Hoc Support: Provide recruitment support by executing candidate credit and background checks when requested by the EX Partner, and provide valuable payroll and technical data insights to the Director for annual budgeting, compensation strategies, and benefit plan reviews.
