Full Job Description

Examples of Duties

Please Note: This recruitment is being established to fill a position located in Los Banos, CA.

Duties may include, but are not limited to, the following:

Assist the District Road Supervisor in supervising, instructing, assisting, and inspecting the work of road crews engaged in patching, resurfacing, and maintaining paved and surfaced roads, repairing and constructing culverts and small bridges, and removing of obstructions, brush and weeds from right-of-way and shoulders.

Operates heavy equipment or performs other duties when not supervising crews.
Inspects County roads and reports findings.
Keeps time and equipment records.
Assists in employees' performance evaluations.
Reviews timecards for supervisor's signature.
Conducts inventory of supplies, fuels, materials to be used on projects.
Responds to complaints from the public.
Instructs crews in and enforces operating safety practices.

Minimum Qualifications

Experience:
Five (5) years of increasingly responsible road construction and maintenance experience, including one (1) year performing duties comparable to those of Road Maintenance Worker III in Merced County.

License:
Possess and maintain a valid California Class A Driver's license.

IDENTIFIED SAFETY SENSITIVE POSITIONS IN THIS CLASSIFICATION WILL BE SUBJECT TO PRE-EMPLOYMENT, POST-ACCIDENT, REASONABLE SUSPICION, RANDOM AND RETURN-TO-DUTY DRUG AND ALCOHOL TESTING PURSUANT TO THE PROVISIONS OF THE COUNTY OF MERCED DRUG AND ALCOHOL TESTING POLICY

Essential Functions

Operate a personal computer and other modern office equipment.
Communicate effectively with others in person and over the telephone.
Analyze data, interpret directions, procedures and regulations, and develop appropriate responses.
Perform job duties under stressful conditions.
Respond appropriately to situations.
Maintain confidential information in accordance with legal standards and/or County regulations.
Lift and move with help objects weighing over 100 pounds.
Wear a respirator, safety glasses or other protective clothing and equipment, as needed.
Conduct activities on uneven surfaces under various environmental conditions.
Frequently operate large, heavy equipment on uneven and/or rough terrain.
Frequently drive vehicles and maintain equipment.
Frequent use of depth perception, peripheral vision and color perception.
Sit, stand, or walk for extended periods.
Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
Occasionally kneel, bend, twist, squat, climb, balance and crawl.
Frequent repetitive hand and arm motion.
Occasional risk of exposure to hazardous materials.
Normal dexterity, frequent holding, grasping, repetitive motion.

Knowledge of:

Principles of supervision and training.
Methods, procedures, tools, and materials used in the construction, repair, and maintenance of roads.
Operation and maintenance of a variety of medium and heavy road maintenance equipment.
Provisions of the California Vehicle Code relating to the operation of medium and heavy equipment on streets and roads.
Geography and road names of a Merced County Road maintenance district.
Safe work practice and State and Federal safety regulations.

Ability to:

Oversee and train subordinate employees.
Supervise and train subordinate employees.
Inspect and report on road condition.
Skillfully and safely operate a variety of medium and heavy road maintenance equipment.
Keep time and equipment records.
Understand and carry out oral and written instructions.
Establish and maintain cooperative working relationships.

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled workdays.

DISABILITY INSURANCE

State Disability Insurance (SDI)

Merced County non-management employees are enrolled in the State Disability Insurance Program (SDI). Premiums for this insurance are paid by the employee. This insurance is administered solely by the State, who determines eligibility and payments. Benefit amounts are based on the quarter with the highest wages earned within the base period.

County-paid Life and Accidental Death & Dismemberment Insurance

Represented Employees $10,000

Voluntary Term and Whole Life Insurance are available - premium paid by employee

RETIREMENTDEFERRED COMPENSATION

The County offers a 457(b) Deferred Compensation Plan. Employees choose their investment funds and can make pre-tax or post-tax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.

Anthem EAP services provide up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.
