Position Summary:
Reporting to the Associate Vice President of Accounting and Business Services, this role is responsible for providing leadership and immediate oversight of a diverse team of technical and administrative staff to ensure efficient and accurate reporting of complex accounting and financial activities for the College including all campus locations, district office, the direct service organizations, collegiate high schools, construction accounting, and grants. The position requires extensive knowledge in GAAP, GASB standards, accrual-based accounting, financial statement preparation, uniform guidance on grants, payroll, accounts payable, investments, and fixed asset accounting principles and methods.
Duties & Responsibilities:
Compliance
- Ensures financial activity is compliant with applicable federal, state, and local statutes including adherence to the Florida State Accounting Manual, Financial and Program Cost Accounting and Reporting for Florida Schools, and rules of the State Auditor General
- Interprets and implements new GASB standards, and OMB Code of Federal Regulations for Grants and Agreements to ensure compliance with allowability and reporting
- Formulates and implements internal controls in accordance with GAAP and established Board of Trustee¿s Rules and Procedures
- Ensures the College¿s applicable taxable activities are compliant, timely prepared and reported with the Internal Revenue Service and State of Florida for Sales for Unrelated Business Income Tax returns, sales tax, and independent contractor 1099s
- Responsible for maintenance of the College¿s status on national registries such the federal System for Award Management, and the development of the Facilities and Administrative rate with Health & Human Services
- This role requires advanced knowledge not only of the Financial Department but other functional areas to ensure compliance from an organization perspective. This includes knowledge of the Board of Trustee Rules & Procedures that may have a financial or compliance impact
- Responsible for prevention of errors that may result in financial statement audit findings that tarnish the financial reputation of the College which may impact receiving future grantor funding
Nature of Work
- Directs and oversees the implementation and integrity of internal operations and controls for the finance or accounting section which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems and/or standards.
- Management of departmental budget, and administrative and technical staff of 14 employees for Grants Accounting, Construction Accounting, Banking and Investments, Palladium Theater and Accounting Services areas
- Serves as the primary financial liaison of audit engagements with federal and state grants and local awards, as well as with all State, and charter schools financial statement audits
- Responsible for the development and preparation of external annual financial statements for the College, and collegiate high schools including completion of the State¿s Annual Financial Report (AFR) and Component Unit (CUs) forms, Management Discussion and Analysis (MD&A), Footnotes, State Single Audit Schedule of Expenditures and Federal Awards (SEFA), Technology Expenditures & Analysis, and Cost Analysis for the State Department of Financial Services
- Provides financial review and oversight certifying the accuracy of grant and award budgets for allowable and supported expenditures, compliance, subrecipient auditing, and timely financial reporting. Review, approve, and certify all grant drawdowns
- Leads and communicates operational plans and strategies for enhancements and process improvements for Accounting Services, Grants Accounting, Construction Accounting, and operations to align with the College¿s mission by demonstrating an ongoing commitment for continuous improvement to the quality and efficiency of services offered within the department
- Work with business and data systems managers during system implementation assuring training, testing, and documentation are complete and timely
- Directs the completion of year-end activities by collaborating with Purchasing, Asset Accounting, Budgeting, Human Resources, and Payroll overseeing the preparation of schedules and reconciliations, analyzing financial data, and the close out and transition of the financial system from the current year to the next
- Oversee capabilities, access, and training required to manage the ledger activity in the financial system (ERP), interface processes with ancillary systems, testing, and master data maintenance to ensure completeness, accuracy, and timeliness in recording financial activity
- Facilitates the creation of multi-departmental procedures and processes to comply with restricted and unrestricted policies and rules to improve efficiency, communication, and internal control
- Leads staff by training, mentoring, and providing guidance of industry best practices including performing employee evaluations and validation and review of staff work product to established performance measures
Minimum Qualifications:
A bachelor's degree in accounting, Finance or business-related field from an accredited institution supplemented by at least ten (10) years of related experience in accounting or business administration.
Preferred Qualifications:
- At least ten (10) years of college/university/governmental auditing/accounting experience
- Professional Certification(s) and/or related graduate degree
- Government Accounting Standards (GASB)
- Extensive knowledge of OMB Code of Federal Regulations for Grants and Agreements, rules, regulations, and guidelines for colleges
Skills & Knowledge:
- Specialized functional expert with comprehensive accounting knowledge
- Experience managing and supervising staff
- Researching, interpreting, and applying applicable laws, standards, and regulations
- Use of excellent written and verbal communication
- Excellent organizational and time management skills
- Proficiency in Microsoft Office Suite with experience working with spreadsheet
