Assistant Field Operations Administrator

About us

The State Employees' Union, SEIU Local 1984 represents more than 10,000 members, primarily in public service and publicly funded positions in state and municipal public services in New Hampshire. General Statement of Duties

The Assistant Field Operations Administrator supports the Field Operations Administrator in overseeing field staff and day-to-day field activities including organizing initiatives, both internal and external, and provides direct organizing and representational services to members in assigned units. This includes directly supervising assigned staff and performing assigned high level administrative functions, and providing services including identifying and developing rank & file leaders, performing field visits, providing education and training to leaders and members, and performing related work as required. Coordinates/provides representation in grievances, appeals, matters before the PELRB/NLRB, and collective bargaining with the legal department.

Coordinates and/or executes organizing activities of all kinds, including around political objectives in concert with the political department. Coordinates and/or creates Association messaging for field representatives to members with the communications department.

Supervision

This position works under the general supervision of the Field Operations Administrator, and under the President in the Field Operations Administrator’s absence.

Supervision Exercised

As directed by the Field Operations Administrator, supervises, directs, reviews and evaluates the work product and activities of assigned field representatives, utilizing field representative III positions to instruct and evaluate field representative I and II positions. Exercises some supervision over clerical regarding special projects, the completion of correspondence, and dissemination and gathering of information. Serves that the Field Operations Administrator in the absence of the said position.

Examples of Duties

Assists the Field Operations Administrator to coordinate and supervise the organizing activities of the SEA at all levels.

Supervises and assists subordinate field staff. The Field Operations Administrator shall assign this position regular direct reports. Supervision of direct reports includes regular meetings with assigned staff regarding work goals, workload, and performance; executing performance evaluations; providing and directing work assignments; and issuing discipline as may be necessary and appropriate.

Assists the Field Operations Administrator with formulation of policy, strategy, research, campaigns, training, implementation and maintenance of the Association’s Organizing Program.

Coordinates and/or performs, as assigned, matters with the legal department going before the Public Employee Labor Relations Board, and the National Labor Relations Board, including preparation and submission of petitions for election, briefs and pleadings, etc., affecting organizing efforts.

Performs, as assigned, Campaign Organizing Plan development, implementation, coordination and monitoring, including and overseeing and leading a team of field staff and member-organizers to achieve specified organizing goals.

Coordinates, as assigned, staff workloads, program responsibilities, training, communications and other related duties with the Field Operations Administrator and other designated staff or management personnel.

Assists the Chair of the Organization Committee to ensure Chapter Elections are conducted in accordance with Federal Law, Association Policy and the Constitution. Works with the Chair of the Organization Committee to determine the necessity of dissolving chapters in Accordance with Association Policy and Constitution.

Performs representational and organizing duties in any assigned units.

Assists the Field Operations Administrator to coordinate and assign grievances, appeals, PELRB filings and actions, and collective bargaining assignments handled by field representatives. Works with the legal department as needed to aid field representatives in any representation being handled by field representatives.

Attends meetings of chapters, committees, the board, the council and the convention and any other relevant body as required or requested to inform and educate the membership and the public on the policies and programs of the association as assigned by the Field Operations Administrator.

Performs other duties as assigned.

Minimum Qualifications

Four years of college education in labor relations or a related field (i.e. political science, business, etc…) and two years of practical experience performing organizing and

representational responsibilities. In lieu of the full 4 years of college education, a combination of education and experience, plus three years in a supervisory position may be substituted. A high level of judgment, leadership and commitment to the goals of the SEA, SEIU Local 1984.

Excellent written and verbal communications skills a must. Ability to maintain work files and comply with administrative reporting. Computer competency (Microsoft Office/Google Workspace). Must be able to work independently with elected leaders. The Assistant Field Operations Administrator should have experience in all elements of an organizing campaign, internally and externally, staff supervision, planning, and budgeting, and must have a proficient understanding of collective bargaining, contract interpretation and enforcement, personnel rules, and labor laws.

Special Qualifications

Requires a driver’s license, auto insurance and automobile.

Willingness to work irregular and long hours and attend required evening and weekend meetings. Familiarity with labor laws and rules (e.g., NH PELRB, NLRB)

Knowledge of Microsoft Office Suite, Google Workspace and VAN; Experience in UnionWare preferred.

Preferred Qualifications

Supervisory experience over multiple employees in a professional setting.
