Full Job Description

Position Summary

The Buyer / Procurement & Cost Coordinator is responsible for managing material and subcontract procurement, preparing client quotations, supporting project buyout, and coordinating invoicing processes. This role bridges procurement, preconstruction, project management, and accounting to ensure cost control, accurate pricing, and timely billing throughout the lifecycle of industrial construction projects.

Key Responsibilities

1. Purchasing & Procurement

Solicit, review, and compare supplier and subcontractor quotes.
Issue and manage Subcontractor Contracts
Ensure materials comply with project specifications and approved submittals.
Procure long-lead items in alignment with project schedule.
Coordinate bulk purchasing strategies for cost savings.
Track material lead times and delivery schedules.
Resolve delivery discrepancies and backorders.

2. Vendor & Subcontractor Management

Negotiate pricing, terms, and conditions.
Develop and maintain strategic supplier relationships.
Maintain vendor compliance documentation (COIs, W-9, agreements).
Evaluate vendor performance and reliability.
Assist in subcontractor scope clarification and buyout.

3. Client Quotation & Pricing Preparation

Prepare detailed project quotations for clients based on drawings, specifications, and scope.
Analyze takeoffs and material quantities.
Coordinate pricing with estimators and project managers.
Develop cost breakdowns (labor, materials, equipment, subcontractors).
Prepare change order pricing and supporting documentation.
Ensure margin targets and company profitability standards are maintained.
Provide value engineering options when applicable.

4. Invoicing & Billing Coordination

Prepare client invoices based on contract terms (lump sum, progress billing, cost-plus, etc.).
Track committed costs vs. billed amounts.
Assist accounting with invoice reconciliation and three-way matching (PO, delivery, invoice).
Monitor receivables and follow up on outstanding client payments when required.
Prepare documentation for pay applications and lien releases.

5. Cost Control & Budget Monitoring

Assist Project Managers with project buyout.
Monitor project budgets and cost codes.
Track cost variances and report potential overruns.
Identify cost-saving opportunities during procurement.
Maintain accurate procurement logs and cost tracking reports.

6. Documentation & Systems Management

Maintain organized records of quotes, contracts, POs, invoices, and change orders.
Ensure documentation compliance for audits and financial reporting.
Maintain up-to-date cost databases for future bidding.

Qualifications

Education

Bachelor’s degree in Construction Management, Business Administration, Accounting, or Supply Chain (preferred).
Equivalent field experience accepted.

Experience

3–7+ years in industrial or commercial construction procurement.
Experience with cold storage, tilt-wall, steel structures, MEP systems preferred.
Experience in preparing client quotations and progress billing required.

Technical Skills

Strong knowledge of construction materials.
Experience with estimating AutoCAD.
Proficiency in Microsoft Excel.
Familiarity with construction accounting principles.
Understanding of construction contracts and billing structures.
