Job Description

Title: Community Resource Officer

Department: Community Development

GENERAL PURPOSE

The Community Resource Officer provides administrative, technical, and customer service support to the City of Ouray’s Community Development Department and ensures the education, implementation and enforcement of the Ouray Municipal Code (OMC). This position assists in permit processing, record keeping, inspections coordination, short-term rental (STR) management, code compliance and other key community functions. The role supports communication with the public and other departments, contributing to the city’s efficient development services and regulatory compliance.

SUPERVISION RECEIVED

Works under the general supervision of the Community Development Director and/or City Administrator.

SUPERVISION EXERCISED

None.

ESSENTIAL FUNCTIONS

Permitting & Inspections

Process permit applications including signage, right-of-way, encroachment, building, special or conditional use, huckstering, etc. Record all payments received through the permitting process.
Schedule and maintain the inspections calendar in coordination with the building official, coordinating with applicants and inspectors. Prepare and submit permit updates to the Ouray County Plaindealer and relevant public information outlets.
Process and manage master land use applications in OpenGov.
Ability to attend Planning Commission (PC) and Special Meetings as needed.

Planning Support

Assist in the preparation, taking, formatting, and distribution of Planning Commission minutes. Support planning- related research, documentation, and public communication. Support and assist with site reviews.
Act as the liaison between the community and contract planner for all land use and/or development inquiries.

Code Compliance

Communicate and enforce the OMC including but not limited to neighborhood disputes, noise complaints and nuisances as outlined in the OMC while keeping interested parties apprised of the dispute status.
Education and enforcement of the OMC.
Issues warnings and notices of violations including municipal court citations or summonses for code violations such as parking enforcement, bear complaints, sidewalk shoveling etc. Testifies in court as required.
Resource navigation for connecting people with municipal maintenance support, external regional resources and general community informational assistance.
Community outreach including informational campaigns pertaining to the Ouray Municipal Code, attend community meetings as appropriate.
Creatively addresses each situation utilizing problem solving methods.
Other duties as required by the City Administrator.

Short Term Rental Program (STR)

Track and manage STR renewals, ensuring compliance with local ordinances.
Review and process new STR applications, working with applicants to ensure completeness and accuracy. Monitor STR compliance.
Monitor STR compliance and enforce the City of Ouray Municipal Code with all STR requirements and potential violations.
Manage STR waitlist and issue new licenses as they become available.

Administrative Duties

Maintain accurate records and digital files for all permits, applications, and inspections.
Provide customer service and general information to the public regarding planning, zoning, and development inquiries, and code compliance. Create and maintain file system by property address.
Locate and compile documents for Colorado Open Records Act (CORA) requests pertaining to Community Development.

Grant & Project Support

Provide administrative support for grant applications and related documentation in coordination with the department director or city staff.

MINIMUM QUALIFICATIONS

1. Education and Experience:

A. Graduation from high school;

AND

B. Two (2) years of responsible experience related to above duties; OR

C. An equivalent combination of education or experience.

2. Knowledge, Skills, and Abilities:

Working knowledge of general office maintenance and practices; telephone operations and receptionist functions; collection procedures and processes; operation of computer in utilizing various software programs related to word processing, spreadsheet and data base management; operation of standard office equipment; basic mathematics and accounting (business applications); interpersonal communication skills and telephone etiquette; public relations; internal control procedures related to financial transactions and recordkeeping; bookkeeping and general accounting techniques most appropriate to computerized systems; basic clerical and record keeping functions essential to operations.

Considerable Skill in the use of computer and computer related resources, i.e., Google Drive programs and Microsoft Office systems; customer relations and cooperative problem-solving.

Ability to communicate effectively with customers; perform basic mathematical calculations; maintain strict confidentiality related to sensitive administrative information; operate personal computer in utilizing various programs including Google & Microsoft applications to produce or compose formal documents, reports and records; operate standard office equipment; develop effective working relationships with supervisors, fellow employees, and the public.

Obtain Colorado Code Compliance certification within three years of start date.

3. Work Environment:

Work performed in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, including walking, standing, stooping, sitting, reaching, and light lifting. Talking, hearing and seeing are essential in the performance of daily tasks. Common eye, hand, finger dexterity required. Mental application utilizes memory for details, verbal instructions, emotional stability and complex thinking.
