Full Job Description

Adult Residential Facility (ARF)
Full-Time | Salary/Exempt

Job Objective

To operate the Adult Residential Facility in compliance with Title 17 and Title 22 regulations and the approved Program Design. To provide appropriate services for adults with intellectual disabilities and neurological disorders, including individuals who are dual-diagnosed and may exhibit challenging behaviors.

Reports to: Residential Director
Employment Status: Full-Time
On-Call: Required (24/7 responsibility)

Qualifications & Requirements

Must possess a current Adult Residential Facility (ARF) Administrator Certificate from Community Care Licensing prior to employment.
Must be at least 21 years of age.
Must possess and present current criminal record clearance (Live Scan).
Must have a minimum of one (1) year of recent full-time experience working with persons with intellectual disabilities and diagnosed neurological disorders in an administrative or managerial capacity in a residential setting.
Must have experience providing services to individuals with challenging behaviors including, but not limited to:
Mouthing behaviors
Self-injurious behaviors
Physical aggression
Verbal outbursts
Property destruction
Dual diagnosis (intellectual disability and mental health diagnosis)
Must demonstrate expertise in:
Anger management
Crisis intervention and crisis management
Leadership and staff supervision
Quality assurance and regulatory compliance
Must possess Regional Center Residential Services Orientation (RSO) certificate before provision of services.
Must have knowledge and experience with the transition process and working with the Regional Resource Development Project (RRDP) or State Developmental Centers.
Must have completed health screening and tuberculosis clearance as specified in Section 80065(g).
Must maintain current certification in First Aid and CPR.
Must be able to communicate effectively in written and spoken English.
Must be willing to submit to random drug testing.

Continuing Education Requirements

During the first year of employment as Administrator, obtain 30 hours of continuing education.
Thereafter, complete 20 hours of continuing education annually in accordance with CCR Title 17 §56037 and Title 22 §85090.
Training topics shall include, but are not limited to:
Promotion of client rights, health, safety, and integration
The Interdisciplinary Team (IDT) process
Business and program development
Stress management and human resources
Annual review of Title 17 and Title 22 regulations

Knowledge & Skill Requirements

The Administrator must demonstrate the ability to:

Complete the client admission process.
Ensure appropriate care and retention of residents.
Oversee medication management.
Maintain or supervise maintenance of financial and program records.
Implement governmental laws, regulations, and ARF standards.
Plan, organize, and implement health and behavioral programs.
Direct and supervise staff effectively.
Maintain patience, professionalism, and sound judgment during emergencies.
Uphold and promote client rights at all times.

Job Duties & Responsibilities

The Administrator is responsible for the overall operation of the facility in compliance with Title 17, Title 22, and Regional Center contracts, including but not limited to:

Administering the facility in accordance with state regulations, approved program design, established policies, and budget.
Recruiting, hiring, supervising, evaluating, and terminating staff as necessary.
Developing and implementing a written staff training plan.
Organizing and implementing a 7-day orientation training schedule for direct care staff covering:
Individual Program Plans (IPP)
Medical histories
Diagnoses and behavioral support needs
Participating in Individual Program Plan (IPP), Transition, and Interdisciplinary Team (IDT) meetings.
Preparing and submitting quarterly progress reports in accordance with Title 17 §56026.
Maintaining client and facility files in compliance with CCR Title 17 §56059.
Auditing internal documentation daily, including:
Medication administration records
Client tracking reports
Staff notes
Timekeeping records
Ensuring completion of Special Incident Reports per Title 17 and Title 22 requirements.
Managing financial expenditures including groceries, utilities, labor, and operational costs.
Maintaining residents’ Personal & Incidental (P&I) funds.
Ensuring emergency drills are conducted and documented.
Maintaining a safe and healthy environment for staff and residents.
Ensuring client rights are read annually and documented.
Meeting with Regional Center representatives, Community Care Licensing, healthcare providers, and other service agencies as required.
Remaining on-call 24/7 and ensuring all shifts are covered in accordance with regulatory requirements.
Covering shifts as needed until qualified staff are available.
Reporting directly to the Licensee regarding facility operations and compliance status.

The Administrator is responsible for all operational aspects of the assigned program.

Office Hours: Monday–Friday, 8:30 a.m. – 5:00 p.m.
Weekends/Holidays: On-Call
Remote Work: No
