SUMMARY

The Housing Opportunities for People with AIDS (HOPWA) Program Coordinator supports the implementation and success of the HOPWA program by connecting residents to housing resources and supportive services, engaging community stakeholders, and supporting program administration and compliance. This Program Coordinator works closely with residents, service providers, landlords, subrecipients, and internal teams to expand access to HOPWA services throughout the 11 service areas. This role combines project coordination, community collaboration, and strategic planning to deliver impactful housing solutions and services that promote equity and opportunity for all eligible persons.

Primary Duties and Responsibilities:

Lead the design, development, and implementation of projects, processes, and workflows that improve access to and administration of HOPWA funded assistance programs across the Charlotte region.
Advocate for people living with HIV/AIDS and increase awareness of available HOPWA resources and services.
Coordinate cross-functional teams, external partners, project schedules, deliverables, and resources to support effective program implementation and service delivery.
Identify operational challenges, manage competing priorities, and implement proactive solutions and continuous process improvements.
Provide strategic oversight for federally funded housing and supportive service programs, including rental assistance, housing stabilization, and homelessness-prevention initiatives.
Build and maintain relationships with community stakeholders, medical providers, nonprofit organizations, landlords, housing providers, and other regional partners.
Monitor program performance, service delivery, budgets, expenditures, and reporting systems; analyze results and recommend operational and programmatic improvements to department leadership.
Ensure compliance with applicable program requirements and evolving local, state, and federal housing policies and regulations.
Provide technical assistance, training, and compliance support to subrecipients, contractors, and community partners.
Develop and implement policies, procedures, administrative standards, and internal controls that strengthen program consistency, accountability, and data quality.
Coordinate the collection, preparation, and review of information required for funding solicitations, requests for proposals, new initiatives, and special reports.
Manage program communications and client inquiries through shared email inboxes, voicemail, telephone calls, and walk-in assistance.

Knowledge, Skills & Abilities:

Demonstrated experience in successfully managing and leading housing programs, focusing on promoting equitable access to affordable housing and services
Strong communication, customer service, and interpersonal skills
Ability to manage multiple tasks, adapt to shifting priorities, and meet deadlines in a fast-paced environment
Strong organizational, communication, facilitation, stakeholder engagement, problem-solving, and critical-thinking skills
Proficiency in Microsoft Office and relevant software applications
Ability to work effectively with diverse populations and community partners.
Ability to think critically, creatively, and strategically to anticipate challenges, develop effective solutions, and support the success of the HOPWA program
Strong analytical, organizational, attention to detail skills with the ability to maintain accurate records and prepare clear documentation.
Ability to learn and adapt to new technologies, systems, procedures, and evolving program requirements
Ability to maintain confidentiality and handle sensitive information with discretion and professionalism

Preferred Qualifications:

Graduation from an accredited four-year college or university. A degree in psychology, social work, public health, or a related field preferred
Previous work experience, preferably in business, public service, government work, social work, or related field
Experience with advocacy and case management is highly desired
Bilingual/Multilingual abilities preferred, but not required

Minimum Qualifications:

Requires a high school diploma or equivalent with three years of relevant work experience, an associate degree with one year of relevant work experience, or a bachelor’s degree, along with knowledge of Microsoft Office.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
