Full Job Description

Program Manager

Job Description:

Under the direction of the Executive Director, the Program Manager for the Center for Independence of Individuals with Disabilities directs the delivery of four programs: Aging and Disability Resource Connection (ADRC), Assistive Technology (AT), Independent Living Services (ILS), and Peer Support (PS) in accordance with grant requirements and with CID’s goals and objectives.

This is a management position: the Program Manager leads, supervises, and develops a team of five (5) part-time and three (3) full-time equivalent (FTE) staff and is responsible for their performance. A minimum of five (5) years of managerial experience of teams of three or more employees is required.

The Program Manager ensures program accountability and reporting in accordance with all applicable requirements, including funding, legal, ethical standards, etc., and provides staff training and professional development opportunities. The Program Manager must balance the competing demands of four programs, multiple funders, and overlapping deadlines while remaining organized, composed, and effective under pressure.

Specific Responsibilities:

Team Leadership & Supervision

Directly supervise, evaluate, and develop a program services team of five (5) part-time and three (3) full-time equivalent (FTE) employees.
Ability to foster a positive culture.
Prioritize, delegate, and manage competing demands across all four programs to keep the team focused, productive, and protected from burnout.
Support staff training and professional development.
Maintain the accuracy of the Program Operations Manual.

Program Development & Strategy

Development of strategic plan in conjunction with the Executive Director.
Development of new programs and modification of existing ones.
Development and implementation of program policies, goals, procedures, evaluation tools, data collection and reports.

Grants & Funding

Collaboration with Executive Director to monitor grants for adherence to program goals and objectives.
Grant writing and submission in collaboration with Executive Director, ensuring a high level of accuracy and attention to detail in all applications.
Grant reporting to public and private funders in collaboration with Executive Director, ensuring all reports are accurate, complete, and submitted on time.

Reporting, Compliance & Recordkeeping

Responsible for accuracy of all consumer service records. Perform audit of all database CSRs and a sample of paper CSRs quarterly.
Meets with Board and funders to provide program updates.

Training & Outreach

Development of training curriculum and related materials, as needed.
Implementation of trainings for staff, consumers and other agencies, as needed.
Development of informational materials.

Administration

Administrative support to Executive Director; participates in financial management, grant allocations, etc.
Other duties as assigned.

Skills and Experience:

1. Demonstrated knowledge of independent living philosophy, ILC core services, significant issues affecting persons with disabilities and San Mateo human service agencies.

2. B.A. required.

3. Minimum of five (5) years of managerial experience, including direct supervision of three (3) or more staff members, with demonstrated success managing multiple concurrent programs or a high-volume workload without loss of accuracy or composure.

4. Exceptional attention to detail, with proven accuracy in reporting, grant applications, data management, and recordkeeping.

5. Proven ability to manage multiple concurrent programs, competing priorities, and deadlines while staying organized, calm, and effective under pressure.

6. Excellent computer skills including ILC specific database program management.

7. Ability to communicate effectively with a broad range of people including funders, consumers, media, human service agencies and government entities.

8. Excellent public speaking skills, the ability to present information in a clear, articulate, logical and organized manner.

9. At least two (2) years of experience in social services or advocacy setting preferably working with persons with disabilities.

10. Lived experience of disability strongly preferred.

11. Bilingual-bicultural strongly preferred.

Compensation:

The salary range for this position is $80,000 – $90,000 per year, depending on experience, plus a competitive benefits package.
