Full Job Description

Position: Public Health Director

Clinton County Health Department

Salary Range: $98,569 - $136,077/Yearly

Hours per week: 35 hours

Clinton County is seeking a highly qualified and experienced public health professional to serve as its next Public Health Director. This executive leadership position provides strategic oversight of the County Health Department and serves as the chief public health administrator for Clinton County. The successful candidate will play a critical role in advancing the health and well-being of our residents through effective leadership, evidence-based practice, and collaborative community engagement.

Position Overview

The Public Health Director is responsible for the overall administration, leadership, and direction of all County public health programs and services. This position serves as the County’s appointed Health Officer and functions as the Chief Executive Officer to the Board of Health.

Key responsibilities include:

Providing executive leadership and oversight of all public health programs and departmental operations.
Directing emergency preparedness planning and coordinating public health response activities.
Developing, implementing, and ensuring compliance with applicable federal, state, and local public health laws, regulations, and policies.
Fostering and maintaining effective partnerships with healthcare providers, local municipalities, community organizations, and elected officials.
Overseeing departmental fiscal management, including budgeting, grant administration, and resource allocation.
Leading workforce development, personnel management, and organizational planning efforts.
Promoting community health initiatives and continuous quality improvement across all programs.
Serving as the primary liaison to the Board of Health and other governing bodies.

Minimum Qualifications

Candidates must meet all of the criteria below:

1) A Master's Degree in Public Health from a regionally accredited or New York State registered college or university that demonstrates the core competencies of a public health education (Biostatistics, Environmental Health Sciences, Epidemiology, Health Policy and Management, and Social and Behavior Sciences) or a Master’s Degree in a related field from a regionally accredited or New York State registered college or university. Related fields include public health nursing, health administration, community health education or environmental health; and

2) Two (2) years of administrative experience in a health related organization or government agency that demonstrates that the candidate possesses the knowledge and skills necessary to administer public health programs including workforce and budget management, effective communication, effective establishment and implementation of policy or business goals, and compliance with legal requirements.

Candidates will be required to submit to a background check to verify licenses and/or education degrees.

Appointment to the position of Public Health Director is subject to the approval of the State Commissioner of Health. Per NYS Public Health Law and Sanitary Code, the Public Health Director must be full-time, without any other job responsibilities, and must be a United States citizen.

NOTE: Candidates who do not meet the education or experience requirements above may be conditionally approved for an appointment for two (2) years by the State Commissioner of Health with an opportunity for two additional one (1) year conditional renewals. Final approval of these candidates shall be contingent on satisfactory progress in meeting a public health education or experience plan developed in conjunction with and approved by the State Commissioner of Health.

Qualifications are regulated by Part 11 of the State Sanitary Code (10 NYCRR).

NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
