This applicant-facing role guides cases from intake through closeout, including documentation, eligibility, Duplication of Benefits reviews, and status updates. Position Summary:
The Case Manager serves as the primary point of contact for applicants throughout the federally funded disaster recovery process, guiding each case from intake through eligibility determination, award or buyout activities, and closeout. This position reviews and validates applicant documentation, performs eligibility and Duplication of Benefits analyses, maintains complete and accurate case records, communicates program requirements and case status, and coordinates with program leadership and technical teams to resolve issues and advance cases in accordance with HUD CDBG-DR requirements, established policies, and quality standards.
Essential Job Functions:

Master policies and procedures governing federally funded recovery programs including knowledge of procedures, policies, and directives associated with federal disaster recovery programs, specifically HUD CDBG-DR.

Direct intake period and assist applicants in completing their files for eligibility.

Assist applicants through pre-offer and buyout process.

Actively ensure quality case files and client interactions.

Work closely with program applicants to ensure that applicants fully understand program requirements and are frequently updated on application and grant progress throughout the case management process.

Assist in determining applicant eligibility for the program.

Gather, scan, and store required program eligibility and other required information in electronic databases and case management systems.

Prepare letters to applicants and other required program documents.
-
Communicate with applicants by phone, email, and in-person to explain program requirements, obtain documents and provide case status.

Ensure all hard copy and automated files are updated and maintained in strict accordance with established policies and procedures.

Ensure that there is no Duplication of FEMA, State or Local funding and HUD CDBG-DR funds to be in compliance with program Duplication of Benefits (DOB) requirements.

Review submitted applications for compliance with the program guidelines and policies.

Conduct eligibility calculations and duplication of benefit reviews.

Conduct on-site and off-site applicant meetings.

Provide tracking and reporting information on cases progressing from intake to closeout.

Evaluate issues and work with the Eligibility and Case Manager Lead and develop proposed solutions.

Other duties, as assigned.
Required Qualifications:

Bachelor's degree; preferably in Business Administration or similar. Relevant experience may substitute education requirements.

High attention to detail and experience with data tracking and monitoring PC, Microsoft Office Suite knowledge required (specifically strong Excel skills)

Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).

Excellent understanding of and ability to analyze tax returns, property deeds, insurance, and other program-related documents.

Good understanding of and ability to articulate design, permitting and other construction-related subjects.

A flexible schedule that can accommodate some evening or weekend work as may be required.

Individuals in this position are expected to maintain a professional demeanor, have strong analytical skills, excellent verbal/written communication and interpersonal skills, the ability to effectively interact with individuals from various cultures and backgrounds. Individuals in this position must also have the ability to work independently, as well as within teams of consultants.

Bilingual (fluent in both Spanish and English).
Preferred Qualifications:

2+ years of case management experience.

Experience in post-disaster grant and case management programs, including federally funded program management and administration.
Physical Requirements:
All candidates must be in Puerto Rico to be considered for the position.
Work Environment / Environmental Factors:
Work is primarily performed in an office/call center environment requiring prolonged sitting, computer use, telephone communication, and occasional lifting up to 20 pounds.
Compensation:
The hourly rate for this position is $22 – $27 per hour (depending on experience). The base salary rate represents the low and high end of the compensation scale for this role. Actual rate will be determined based on location, experience, responsibilities, and qualifications.
