Title: Substitute Teacher / Substitute Assistant Teacher

Division: Early Childhood & Family Support (ECFS)

Primary Program: Early Head Start/Head Start

Direct Supervisor: Support Services Coordinator

Type: Limited Part-Time, On-Call (As Scheduled)

Classification: Non-Exempt

Hourly Rate: AFS-ECFS Wage Scale-Determined based on qualifications and years of experience

Alameda Family Services

Alameda Family Services (AFS) is a progressive, non-profit agency that provides clinically sophisticated, comprehensive mental health and early childhood educational and family support services to individuals and families in the City and County of Alameda.

Early Childhood & Family Support Division

The AFS-Early Childhood and Family Support services division provides high-quality child development, comprehensive health and family support services through a variety of program options designed to meet the individual needs of low-income and at-risk children and families. On-site child care and in-home support services funded by Head Start, Early Head Start, California State Preschool and General Child Care are provided at no-cost to qualifying expectant parents and families with children from birth to five years of age. AFS-ECFS also provides family support, senior services, resources, referrals and workforce development programming at a variety of locations within the city of Alameda.

Job Summary

Under the direction of the Support Services Coordinator, and support from the Center Director and/or acting Site Supervisor, the Substitute Teacher will provide support and assist in all aspects of operating a quality classroom when the regular classroom teacher is absent in accordance with the Head Start Program Performance Standards, State of California Title 5, Community Care Licensing and other associated federal, state and local regulations. Substitute Teachers will share their availability with the Support Services Coordinator and will be contacted when openings are available. Site requests for specific substitutes will be supported when possible.

General Responsibilities

Provide coverage and support in maintaining the required adult-child ratio as mandated in the Community Care Licensing and Head Start Program Performance Standards.
Work with classroom staff to ensure the safety of children and provide developmentally appropriate activities that are in keeping with the program’s curriculum and philosophy (Creative Curriculum, Anti-Bias Curriculum and Developmentally Appropriate Practices, PITC and CSEFEL) in alignment with the established Child Outcomes Framework.
Respect each child’s individual development and the diversity of children, families and staff.
Assist in setting-up and conducting child development activities, supervising meal service, and in assisting children in the classroom especially during transitions.
Engage in active supervision and assist in maintaining a safe classroom and outdoor play area in compliance with Head Start, federal, state and local health and safety regulations.
Provide care and support to children which includes but is not limited to the following activities: individualized care, active supervision, meal service, managing challenging behaviors, toileting, diapering, nap coverage.

Ensure children’s health and safety and provide constant monitoring and active supervision.
Conduct Home Visits and Parent Teacher Conferences when appropriate.
Conduct and record monthly emergency and evacuation drills.
Administer first aid and incidental medical service appropriate to training.
Comply with responsibilities as a mandated reporter.
Assist in food preparation, service and clean-up.
Ensure children’s health and safety and provide constant monitoring and active supervision.
Support and assist on field trips and outings as needed.
Actively participate in evacuation drills and provide support in emergency situations that occur while on site as appropriate to training and/or experience.
Assist in recording observations, collecting samples and entering supporting documents and submit required paperwork in a timely manner.
Discuss concerns with regular staff when a child’s behavior is unsafe to self or others, and/or notify Center Director and/or acting Site Supervisor when additional support is needed.

Ongoing Monitoring

Inspect classrooms, entryways and outdoor space to ensure the health and safety of children enrolled.
Assist in assessing implementation of practices that ensure the health, safety and the personal rights of staff, children, and families.
Participate in the Annual Self-Assessment and Community Assessment.

Program and Agency

Support and promote the agency and program mission and philosophy within the agency, program and community, including following the agency and program lines of communication
Comply with Community Care Licensing, Child Adult Care Food Program, State of California Department of Education regulations and Head Start Program Performance Standards.
Explain and clarify regulations, policies, procedures, and promote established goals and objectives.
Discuss concerns, answer questions, and work to resolve conflicts in a positive manner to the benefit of the children, parents, staff, program and agency.
Actively participate in program-wide activities, meetings, events, training, and other professional growth and development opportunities
Work with, contribute to, and serve as a member of a multidisciplinary team by encouraging and facilitating problem solving strategies; accepting supervision, and working closely with direct service staff, program management, agency administration, community partners, coaches and consultants to ensure high-quality services and implementation of best practices.
Complete and submit time sheets, mileage reimbursement forms and requests for materials, equipment and supplies in a timely manner.
Be flexible, organized and demonstrate strong time-management skills.
Follow established confidentiality policies, procedures and mandated reporting protocols.
Seek support as needed and accept guidance from coworkers, program management, program specialists, consultants and coaches.
Support the professional development of other staff members by sharing expertise and knowledge of processes, procedures and practices that support quality, coordinated and responsive services for the children and families.
Perform ad hoc duties and tasks as assigned.

Qualifications, Skills & Experience

Minimum of 6 ECE units are required for a role as Substitute Assistant Teacher; 12 ECE units required with Infant/Toddler is preferred
CTC-Permit (CDA)/AA in ECE preferred and required for Substitute Teacher
Experience working in early child care or social service setting
Positive, professional and courteous work demeanor
Ability and desire to work as part of a team in a culturally diverse environment
Positive, professional and courteous work demeanor
Fluency in English language required
Bilingual skills are desirable

Physical & Cognitive Requirements

Background check and clearance from the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ) prior to employment
A Health Screening Report completed by a physician, which includes your Immunization Record, Flu Vaccinations and current TB Test Results
Compliance with emergency health and safety policies, procedures and protocols is required in accordance with federal, state and local regulations
