Full Job Description

SUMMARY:

The Human Resource Director oversees the planning, development, and management of all human resource functions for the organization, including recruitment, employee relations, performance management, benefits administration, and compliance with labor laws. This role provides strategic guidance to leadership, develops and implements HR policies and programs, and ensures the organization attracts, retains, and develops a skilled and motivated workforce. The Director also leads HR staff, manages budgets, and fosters a positive organizational culture aligned with the organization’s goals.

ESSENTIAL FUNCTIONS:

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

· Supervises, directs, and evaluates HR staff; manages employee concerns, performance appraisals, counseling, and disciplinary actions.

· Coordinates workloads, establishes schedules, monitors progress, and ensures quality and compliance.

· Develops and implements HR goals, policies, and procedures.

· Oversees recruitment, selection, classification, compensation, training, benefits, performance management, and employee relations.

· Advises the County Administrator and department heads on HR policies, laws, and regulations.

· Conducts workplace investigations, addresses employee relations issues, and manages grievance and disciplinary processes.

· Ensures workplace safety and security through background checks and administration of employee ID/access.

· Administers classification and pay systems, manages budgeted staffing, and recommends new classifications as needed.

· Manages employee benefits programs, including employee assistance programs.

· Ensures legal compliance in recordkeeping and confidentiality of personnel files.

· Prepares and monitors departmental budget and expenditures.

· Performs related work as assigned.

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

· Requires a Bachelor’s Degree human resources, business administration, public administration, or a related field or closely related field.

· Requires eight years in human resources management, including experience supervising staff, managing HR programs, and handling employee relations, benefits, recruitment, and performance management, or closely related experience, preferably in a local government setting.

Required Certificates, Licenses, and Registrations:

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Valid Driver’s License
