The Background Studies Division (BGS) in the Office of Inspector General has an opening for a Quality Control Specialist to join our highly collaborative Quality Management (QM) team. Through the application of quality management methods, principles, and techniques, this position serves as a principal quality control specialist coordinating comprehensive quality control activities and analysis for the statewide Background Studies program and system(s) including but not limited to, quality reviews, process control and analysis, and monitoring of system misuse. The position uses data trending methods and knowledge of state and federal program requirements to perform activities that support the achievement of high-quality standards and the efficacy of Background Studies program products, services, systems, and processes while ensuring conformance with state and federal statutes and regulations that traverse publicly funded healthcare and human services programs.
Responsibilities include but are not limited to:

Lead planning, development, and implementation of comprehensive quality control activities and initiatives within the Background Studies program and the complex DHS background study system(s) used by and required for multiple state-wide agencies.

Coordinate and evaluate performance and process data, trends, and other ongoing practices to ensure increased program efficiency, effectiveness, and stakeholder satisfaction. Develop reports to ensure quality control and quality improvement through enhanced data-driven system and process monitoring.
- Maintain overall monitoring of provider misuse of the NETStudy 2.0 system. Recommend quality control strategies and collaboratively develop integrated processes for addressing system misuse.

Collaborate with QM team members and other division staff to perform root cause analysis; identify, analyze, and propose solutions for underlying causes of problems or inefficiencies in BGS processes, systems, or operations.

Assess quality findings and develop recommendations regarding Background Studies policy, service delivery, technology systems/system use, and compliance-related processes, collaborating with affected programs and agencies as appropriate.
- Maintain up-to-date knowledge of complex multi-program regulations, policies, and procedures.

Work with staff and representatives from Office of Inspector General (OIG) divisions, Department of Human Services (DHS), other state agencies, counties, tribal communities, and other stakeholders as appropriate to support compliance with applicable state and federal background study laws, rules, regulations, and standards.

Three (3) years of quality management experience in a compliance or regulatory work unit.
AND
Experience must demonstrate the following:

Working with quality management systems, including methods, principles and techniques.

Working knowledge of quality management standards and government compliance.
- Monitoring data against benchmarks for process standardization, root cause analysis, or performance improvement.

Preparing reports and/or data by gathering, analyzing, and/or summarizing relevant information or findings.
-
Analyzing and interpreting statutes, regulations, and/or policy guidance, particularly regarding publicly funded health and human service programs.
-
Using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and/or Microsoft applications: Word, Excel, Outlook, PowerPoint, Access, and/or Teams.

Any certification in Quality Management, Project Management Professional (PMP), or other business process improvement (Six Sigma, Kaizen, etc.)
-
Certified in Criminal Justice Information System (CJIS) Security Awareness.
-
Knowledge of the Office of Inspector General’s (OIG) regulatory, compliance, and program integrity focus; and its relationship to Department of Human Services (DHS).

Knowledge of the Human Services Background Studies Act, MN Statutes, Chapter 245C.
-
Ability to understand and quickly process data, policy, and research questions.

Possess analytical abilities and apply critical thinking skills in determining courses of action.

Demonstrated skills in research, decision-making, meeting facilitation, and public speaking.

Variety of experiences working effectively with others from different backgrounds and cultures.
