Full Job Description

Position Overview

We are seeking a Hazard Mitigation Specialist to support the FAAST Program by identifying, developing, and justifying Section 406 hazard mitigation measures within FEMA Public Assistance projects.

This role focuses on ensuring that mitigation opportunities are properly evaluated, technically justified, and aligned with FEMA requirements, including the development and support of Benefit-Cost Analysis (BCA) where applicable.

The ideal candidate combines technical (engineering/architectural), analytical, and FEMA policy expertise to enhance project resilience while ensuring eligibility and cost reasonableness.

Key Responsibilities

Mitigation Identification & Development

Identifies and integrates eligible and high-value hazard mitigation opportunities (Section 406) across projects and sites
Collaborate with A/E teams to integrate mitigation into the Scope of Work (SOW) and produce clear, defensible BCA and mitigation justifications
Ensure mitigation measures are:
Technically feasible
Cost-effective
Aligned with FEMA eligibility criteria to minimize FEMA challenges related to mitigation eligibility

Benefit-Cost Analysis (BCA)

Develop or support Benefit-Cost Analysis (BCA) for applicable projects
Determine when BCA is required vs when pre-calculated benefits or standard thresholds apply
Compile supporting data including:
Damage history
Risk exposure
Cost inputs and assumptions

FEMA Policy & Compliance

Interpret and apply FEMA policies related to:
Section 406 Mitigation
Cost reasonableness
Eligibility requirements
Ensure mitigation measures are defensible and compliant prior to submission

Coordination with Formulation Team

Work closely with:
Project Formulation Specialists
Formulation Lead
A/E firms
Provide technical guidance to ensure mitigation is:
Properly scoped
Clearly documented within PWs

Technical & Cost Validation

Review mitigation-related cost estimates using tools such as RSMeans
Ensure mitigation costs are:
Reasonable
Supported by industry standards
Proportional to benefits

Documentation & FEMA Support

Prepare mitigation narratives and supporting documentation for FEMA review
Support responses to FEMA RFIs related to mitigation and BCA
Ensure all mitigation elements are audit-ready and clearly justified

Required Qualifications

Experience with the FEMA Public Assistance Program, specifically Section 406 Hazard Mitigation
Demonstrated experience developing or supporting BCA
Strong implementation of:
FEMA mitigation eligibility criteria
Risk reduction and resilience strategies
Ability to interpret engineering/architectural reports and integrate mitigation solutions
Experience with cost estimating methodologies and tools (RSMeans)

Preferred Qualifications

Background in Civil Engineering, Structural Engineering, Architecture, or related field
Experience in Puerto Rico disaster recovery programs
Familiarity with:
Infrastructure resilience design
Flood, wind, and seismic mitigation strategies
Experience working with large public facility portfolios (e.g., buildings, roads, infrastructure)
