Full Job Description

Job Title: Procurement / Compliance Officer

Job Description:

The Procurement/Compliance Officer will be responsible for managing the procurement process, ensuring compliance with grant regulations, and securing goods and services required for successful project implementation. The ideal candidate will have a solid understanding of procurement principles, grant requirements, and excellent negotiation skills.

Responsibilities include:

Support the Project Management Lead in daily operations and identified responsibilities.
Periodically review documents relevant to the procurement of all supplies, equipment, and services for CCPRC and ensure compliance in accordance with the Procurement Manual, as well as applicable local, federal and state laws.
Conduct reviews for all procurements prior to awarding contracts for compliance requirements.
Prepare, develop, and issue competitive bid documents, requests for information (RFIs) requests for proposals (RFPs), requests for quotations (RFQs), and invitations to bid (ITBs) based on scope and specifications provided by CCPRC.
Assist in the procurement process, including issuing and evaluating bids, negotiating contracts, and selecting vendors.
Support in the evaluations of proposals, offers and bids in accordance with internal policy and external local, state, and federal regulations while selecting the best supplier in accordance with solicitation requirements.
Make recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities, including specifications, quantities, and timelines.
Review and evaluate supplier proposals and contracts to ensure compliance with grant terms, budgetary limitations, and quality standards.
Monitor supplier performance, resolve any issues or disputes, and manage contract modifications or terminations when necessary.
Maintain accurate procurement records and documentation, including contracts, purchase orders, and supplier information.
Provide all necessary guidance, technical assistance, and training to internal staff, and subrecipients that will help them to enforce compliance with the most current versions of policies, regulations and standards for CDBGDR and CDBG-MIT programs.

Required Competencies and Qualifications (technical, academic, experience, values, behaviors):

Academic - bachelor’s degree or higher education, including but not limited to Engineering, Architecture, Project Management, Accounting, Finance or similar studies.
Experience - at least five (5) years of experience performing services like the ones required in this description.
Must have demonstrated experience in the following, but not limited to, document management, auditing procedure development and implementation, compliance review procedures, policy interpretation and implementation, team leading in auditing and policy reviews, reporting techniques, and data system usage.
Proven experience in procurement, preferably within grant-funded projects or the nonprofit sector.
Solid understanding of procurement principles, practices, and regulations, including knowledge of grant procurement guidelines and requirements.
Familiarity with sourcing strategies, vendor management, and contract negotiation.
Fully bi-lingual English / Spanish(both written & verbal);
Technical Skills – highly proficient in MS Excel, MS PowerPoint, MS Project and other similar software; understanding of construction drawings and specifications; technical writing skills; purchases orders, invoices, quotes, etc
General Management – leadership, sound judgement, team player, follow communication protocols, excellent communication skills, multi-tasking (work on multiple projects simultaneously);
Project Management Skills – systematic thinking; good analytical skills; process oriented; capable of managing & shuffling priorities based on the needs of Custom’s executives; able to facilitate decisions & prioritize demand; capable of managing and addressing simultaneously multiple issues & risks while being able to recognize when escalation is needed;
Knowledge – Must have knowledge of FEMA and HUD procurements process and guidelines
Personal Attitude – highly motivated; good organizational skills; ability to follow directions; willingness to learn; result driven; able to work effectively and manage relations with senior executives from diverse departmental groups; able to work under time pressure; detail oriented.
Candidate should present projects within the past five (5) years in which the candidate has provided services as Procurement Officer.
