Water Treatment Plant Operator Class I / Street Superintendent

Position Summary:The Village of Pleasant Hill is seeking a dependable and motivated individual to serve as a Class I Water Treatment Plant Operator while also performing the duties of Street Superintendent. This full-time position is responsible for the operation and maintenance of the Village's public water system, distribution network, streets, parks, stormwater infrastructure, and general public works operations. The employee works independently under the direction of the Village Manager and is expected to respond to emergencies as needed.
This is a hands-on position requiring independent decision-making, mechanical aptitude, and a commitment to providing excellent public service. All staff are encouraged to establish positive working relationships with representatives of community organizations, neighboring Villages/City like personnel, state/local agencies and associations, city management and staff and the public.
Essential Duties and Responsibilities Water Treatment System Operations
- Operate and maintain the Village's public water treatment plant and distribution system in accordance with Ohio EPA regulations.
- Monitor treatment processes to ensure the production of safe drinking water that meets all state and federal standards.
- Perform required water quality sampling and laboratory testing.
- Maintain accurate operational logs and submit required Ohio EPA reports.
- Monitor chemical feed systems and adjust treatment processes as needed.
- Inspect, operate, and maintain pumps, wells, storage tanks, booster stations, valves, hydrants, and water mains.
- Perform routine flushing of water mains and hydrants.
- Install, repair, and maintain water service lines and meters.
- Read, replace, test, and maintain water meters as assigned.
- Locate underground water lines through the Ohio Utility Protection Service (OUPS) process.
- Maintain inventory of chemicals, repair parts, and supplies.
- Respond to water main breaks, service interruptions, pressure issues, and customer concerns.
- Assist with capital improvement projects involving the water system.
Street Superintendent Responsibilities
- Plan and perform routine maintenance of Village streets, alleys, and rights-of-way.
- Patch potholes and repair asphalt and concrete surfaces.
- Maintain sidewalks, curbs, storm drains, culverts, and drainage ditches.
- Install and maintain street signs and traffic control devices.
- Operate snowplows, salt spreaders, and other snow removal equipment.
- Trim trees and vegetation within public rights-of-way.
- Maintain sidewalks, curbs, alleys, and municipal parking lots.
- Inspect Village infrastructure and recommend repairs or improvements.
- Maintain storm sewers, catch basins, and ditches.
- Operate backhoe, dump trucks, tractors, mowers, and other equipment.
- Coordinate utility locates and assists contractors working within Village rights-of-way.
- Obtain water meter reading for residents in the Village three times a week.
· Assist the Village Manager in planning annual maintenance programs and capital improvement projects.
· Prepare cost estimates for projects and equipment purchases
· Ensure compliance with OSHA safety regulations and Village safety policies.

·Parks and Public Property
· Maintain Village properties, and public spaces. Ground keeping tasks such as removing weeds, trimming trees and plants, pick up debris, mow lawn, water and otherwise maintain landscaped areas on all Village buildings and grounds.
- Assist with community events by setting up barricades, tables, tents, lighting, and decorations.
· Remove litter and maintain cleanliness of public property during daily frequent checks.

·Equipment Maintenance
- Operate and maintain dump trucks, tractors, mowers, skid loaders, backhoes, utility vehicles, and other municipal equipment.
- Perform preventive maintenance on Village vehicles and equipment.
- Maintain maintenance records and coordinate major repairs.
· Keep equipment clean, safe, and ready for operation.

·General Public Works Duties
- Assist with utility construction and infrastructure improvement projects.
- Respond to emergency call-outs involving water system failures, severe weather, flooding, or other emergencies.
- Assist contractors working on Village projects.
- Maintain shop facilities and storage areas.
- Interact professionally with residents and provide courteous customer service.
· Perform other duties as assigned by the Village Administrator or Mayor.

·Minimum Qualifications
- High school diploma or GED.
- Valid Ohio driver's license, with the ability to maintain insurability.
- Ability to obtain a Class 1 Water operator license within one year of employment.
- Possess a valid Ohio Class I Water Supply Operator License or the ability to obtain within a timeframe established by the Village.
- Basic computer skills for reporting and recordkeeping.
- Mechanical aptitude and ability to troubleshoot equipment.
· Ability to work independently with minimal supervision.

·Preferred Qualifications
- Experience operating a municipal water treatment plant.
- Experience maintaining water distribution systems.
- Experience operating heavy equipment. Welding, plumbing, electrical, or mechanical repair experience.
- Knowledge of excavation, plumbing, electrical, or mechanical repair.
- Experience with GIS mapping, meter reading systems, or SCADA systems.
· Experience supervising public works operations.

·Physical Requirements: The employee must be able to:
- Lift and carry up to 75 pounds.
- Stand, walk, bend, kneel, climb, and work outdoors for extended periods.
- Work in all weather conditions.
- Climb ladders and enter elevated water storage facilities.
- Work in excavations and around heavy equipment.
· Respond to after-hours emergencies, weekends, holidays, and severe weather events.

·Work Environment
Work is performed in water treatment facilities, well houses, pump stations, streets, utility rights-of-way, municipal buildings, and maintenance shops. The position involves exposure to chemicals, moving machinery, loud equipment, traffic, confined spaces, and varying weather conditions.
Compensation: Salary is commensurate with qualifications and experience. Benefits may include:
