COMMUNITY SERVICES DIRECTOR

Pay Grade: 123

Annual Salary Range: $ 163,900 - $241,700

The successful candidate’s placement in the salary range will depend upon previous experience in a similar role.

DESCRIPTION / ESSENTIAL FUNCTIONS

This position provides executive-level leadership, strategic direction, and administrative oversight for the Community Services Department that includes the Tempe Public Library, Recreation Services, Park Services, and Arts and Culture Services. Prepares and implements the annual operating budget and Capital Improvement Program (CIP) for the department. Coordinates assigned activities with other city departments and outside agencies, and provides highly responsible, complex administrative support to city management staff and the City Council. Serves as a key member of the City’s Senior Management Team and reports directly to the City Manager’s Office.

Duties include, but are not limited to the following:

¿¿Administers, plans, and directs the activities of the Tempe Public Library, Recreation Services, Park Services, and Arts and Culture Services. ¿
Advises, consults with, and provides information to the City Manager and Deputy City Managers regarding the Community Services Department and its programs.
Ensure quality parks, facilities, library, recreation programs and services provided for youth, adults, and community.
¿¿Administers and directs comprehensive programs; formulates and recommends policies, regulations and practices for carrying out the program; consults with and advise city staff on the coordination of various phases of city policies, practices, ordinances and resolutions.¿
¿¿Directs, oversees, and participates in the development of the department's work plan. Assigns work activities, projects, and programs. Reviews and evaluates work products, methods, and procedures.¿
¿¿Develops and implements the annual CIP program for the department including park and facility renovations and maintenance, aquatics facilities, asset management projects, and other projects.
¿Supervises and participates in the development and administration of the department operating budget. Directs forecasting for staffing, equipment, materials, and supply needs; monitors and approves expenditures; and implements mid-year adjustments.¿
Coordinates departmental activities with other city departments, external agencies and organizations. Prepares and presents staff reports, correspondence, and presentations before the City Council, boards, commissions, and community organizations.
May perform responsibilities of a similar nature and level as assigned.

REQUIREMENTS

Experience:

Eight (8) years of experience: management experience in recreation, visual or performing arts, library services, parks services, cultural services, management /administration, or related experience.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.

Education:

Bachelor's degree in Business, Public Administration, Parks and Recreation Management, Arts Administration, Library Science (MLIS or MLS) or related field.
