The Cy-Fair Fire Department is growing at a tremendous pace. To meet this demand, we need a Training Captain who will serve as a key driver of success for our personnel, guiding them through the high-stakes journey from their initial application to their final release as a Paramedic 2.
This is a high-responsibility role; the successful candidate will help shape the transition from "new hire" to "advanced clinical leader." We are looking for:
- A New Hire Specialist: Someone to oversee the entry point into our department by managing the full lifecycle of the hiring process, including written testing, PAT administration, and candidate scheduling.
- The Architect of the P2 Journey: A leader who can manage the full lifecycle of candidate preparation for high-fidelity patient-simulation evaluations. You will coordinate practice sessions, scheduling, and formal testing before a multi-member review panel that includes the Medical Director.
- A Clinical Liaison: A reliable point of contact for training referrals from the Clinical Peer Review Council who coordinates and delivers individualized, supportive training plans for referred personnel.
- A Partner to Education: A strong communicator who maintains productive relationships with our partner schools and coordinates student clinical ride-outs and capstone experiences.
- A Credentialing Expert: A detail-oriented professional who manages the day-to-day requirements of our credentialing process, including scenario development in coordination with the Medical Director.
- A Versatile Educator: A qualified instructor prepared to deliver NAEMT courses and work closely with the Clinical Division to provide high-quality classroom and field instruction.

Salary: EMS Training Captain: $46.84 per hour, commensurate with qualifications and experience.
Compensation and benefits are determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.
Schedule: 40-hour workweek, with the potential to remain on duty beyond scheduled hours, including evenings, weekends, holidays, emergency-response requirements, training activities, and special events, as needed.
Work beyond 40 hours per week will be compensated in accordance with applicable law and Department policy.
Annual Leave: 80 Hours Vacation* / 80 Hours Sick Leave / 80 Hours Holiday Leave
Vacation accrual increases based on years of service.

Essential Job Functions
Performs all duties and activities in accordance with Department Standard Operating Guidelines, including bulletins, memoranda, safety guidelines, the Personnel Handbook, Chief's Orders, Medical Director protocols, and applicable local, state, and federal requirements.
Key Responsibilities:
- Coordinate the EMS components of recruitment, selection, new-hire orientation, credentialing, precepting, and field training, including candidate assessments, scheduling, simulations, testing, instructor coordination, and progress evaluation.
- Administer EMS education and credentialing processes, including scenario coordination, certification and renewal tracking, continuing-education documentation, and compliance with state, national, and certifying-organization recordkeeping requirements.
- Lead and coordinate Department EMS education programs, including EMR, EMT, continuing education, and Suppression Division EMS training.
- Design and deliver classroom, laboratory, simulation, online, field-based, and competency-based instruction, including lesson plans, presentations, practical exercises, assessments, and supporting instructional materials.
- Establish performance standards; evaluate learner and clinical performance; document progress and deficiencies; provide constructive feedback; and develop, implement, and monitor individualized improvement or remediation plans in coordination with the EMS Training District Chief and Medical Direction.
- Analyze training, clinical, documentation, and compliance data to identify trends requiring Department-wide education, protocol clarification, remediation, or additional monitoring.
- Assist with the coordination and development of community education, public-safety initiatives, outreach events, and other programs that promote the EMS Division.
- Serve as the Department’s liaison with colleges, universities, hospitals, EMS agencies, and other educational partners; coordinate student clinical rotations, ride-outs, capstone experiences, curriculum discussions, program evaluations, advisory activities, and workforce-development initiatives.
- Exercise independent judgment and collaborative problem-solving when addressing training, clinical, and performance matters.
- Maintain the confidentiality of protected health information, personnel records, student records, performance documentation, and Department business in accordance with HIPAA and other applicable requirements.
- Perform required duties under the Department’s disaster response plan.
- Perform additional duties as assigned.
Requirements & Qualifications:
- License: Current EMS Instructor license required.
- Education: Associate degree required; bachelor’s degree preferred.
- Instructor Status: NAEMT instructor preferred.
- The Intangibles: We need someone who is not just a "teacher," but also a coordinator who is comfortable managing the logistics of a rapidly expanding department while maintaining high clinical standards.
Certifications:
- Current Texas Department of State Health Services paramedic license or certification in good standing, or current National Registry Paramedic certification with the ability to obtain Texas licensure or certification within ninety (90) days of appointment.
- Texas Department of State Health Services EMS Instructor certification or an instructor certification issued by another state or recognized certifying body, such as TCFP or SFFMA, that permits reciprocity or qualification under applicable Texas requirements.
- Completion of Department precepting and protocol testing in accordance with current Cy-Fair Fire Department requirements, or the ability to complete them within six (6) months of appointment.
- Current authorization to instruct ACLS, CPR, and approved NAEMT or comparable courses, or the ability to obtain the required instructor credentials within one hundred eighty (180) days of appointment.
- Current provider-level certifications in AHA Basic Life Support/Healthcare Provider CPR, AHA Advanced Cardiovascular Life Support, PHTLS or ITLS, AMLS, and EPC or PALS, or the ability to obtain the required certifications within six (6) months of appointment.
- Texas Basic or Advanced EMS Course Coordinator certification preferred.
- Completion of NIMS ICS-100, ICS-200, IS-700, and IS-800 is required. NIMS ICS-300 and ICS-400 are preferred.
- Valid Texas driver’s license with an acceptable driving record, or the ability to obtain one within thirty (30) days of appointment.
Desired Skills & Abilities:
- Knowledge of adult-learning theories, competency-based educational principles, curriculum development, instructional design, evaluation methods, remediation practices, and techniques used to facilitate learning.
- Knowledge of EMS theory, clinical practice, operations, protocols, quality improvement, healthcare delivery systems, and current trends in emergency medical services.
- Proficiency with Microsoft Word, Excel, Publisher, PowerPoint, and online learning management systems such as Medic-CE, Litmos, Vector Solutions/TargetSolutions, or comparable platforms.
- Strong project-planning, organizational, prioritization, time-management, verbal and written communication, presentation, interpersonal, and documentation skills.
- Ability to evaluate learner and clinical performance, provide constructive feedback, develop remediation plans, conduct difficult conversations professionally, and maintain accurate and defensible records.
- Ability to interpret and follow verbal and written instructions, policies, protocols, regulations, and Department requirements.
