JOB SUMMARY:

The primary responsibility of the position is to strengthen the quality management and oversight of service delivery in compliance with the Office of Developmental Programs policies, procedures and expectations.

DISTINGUISHING FEATURES OF THE CLASS:

An employee of this class is responsible to ensure the implementation and monitoring of Intellectual Disabilities Services in accordance with ODP

JOB FUNCTIONS:

Become familiar with and support the mission, vision and values of the Office of Developmental Programs (ODP).
Work with the Quality Manager to coordinate implementation and maintenance of ODP’s Quality Management Strategy (QM) in the Administrative Entity (AE).
Support AE staff in the development, submission, and implementation of a written Quality Management Plan in accordance with the language in the AE Operating Agreement.
Develop operational action plans, policies, procedures, and timetables for QM activities to be implemented.
Support QM activities such as:

o monitoring of CMS waiver assurances

o AE administrative reviews

o Reviews of authorization and utilization of services

o Risk management/Mitigation

o Take part in the Human Rights Team and participate in regular meetings/reviews

o Incident Management to include formal incident reviews/submissions

o IM4Q including assisting the QM with the management of IM4Q considerations

o Provider relations, including AE responsibilities regarding provider qualification

Support the review of reports about incidents and the investigation of problems, complaints and inquiries to recommend appropriate corrective action.
Ensure implementation and monitoring of ODP initiatives and the recommendations and strategies of the Information Sharing and Advisory Committee (ISAC) such as:

o Increase Employment

o Lifesharing

o Restraint reduction

o Effective Communication

o Promote Self-direction, choice and control

o Support families throughout the lifespan

o Promote health, wellness and safety

o Support people with complex needs

o Develop and Support qualified staff

o Simplify the system

o Improve Quality

o Expand options for community living

o Increase community participation

o Provide community services to everyone

o Evaluate future innovations based on everyday lives principles

o Promote Racial equality

Provide technical assistance to AE staff and providers in data collection, display, and analysis and in the application of the Plan-Do-Check-Act (PDCA) Cycle.
Provide technical assistance to providers in the implementation of quality management strategies that are in alignment with the AE’s QM Plan.
Provide data and information to ODP as requested to support ODP’s Quality Management Strategy.
Work cooperatively with ODP’s Quality Management staff.
Participate in ODP-required meetings and training sessions.
Prepares reports, documentation and correspondence, as necessary.
Attends various meetings, in-service trainings, and staff development meetings.
Be the County Point Person for intake and eligibility
Be an ODP certified investigator and complete investigations as assigned
Obtain and maintain certification in Quality Management through ODP
Attend transition meetings. IEP’s and other events related to the educational system.
Educate and support school districts in understanding eligibility, services, and supports available through the County Developmental Disabilities Program.
Leads the employment coalition and promotes ODP’s vision of PA being an employment first state. This includes building a relations with OVR and working closely with county stakeholders.
Be the Positive Practices co-chair
Be the county lead for ID and Autism awareness months
Be the county lead for Supporting Families Throughout the Lifespan

· Performs other related work as required.

PHYSICAL and MENTAL REQUIREMENTS:

Must have the ability to record, convey, and present information, explain procedures, and follow instructions;

Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;

Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;

Sedentary work with occasional lifting, 15-20 pounds;

Must demonstrate emotional stability;

Ability to cope with physical and mental stress of the position;

Must be able to pay close attention to detail and concentrate on work

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of the mission, vision and values of the Office of Developmental Programs (ODP).

Knowledge of ODP’s Quality Management Strategy.

Strong organization and documentation skills in order to prepare reports, documentation and correspondence.

Excellent communication and interpersonal skills in order to assist staff and providers.

Ability to implement and monitor ODP initiatives.

MINIMUM EXPERIENCE and TRAINING:

Two years of professional experience in the field of intellectual disabilities, and a bachelor’s degree; OR an equivalent combination of experience and training.

ADDITIONAL TRAINING AND EXPERIENCE:

Must possess current Child Line, FBI and Pennsylvania State Police Criminal History Clearances. Must possess a valid driver’s license. Must be able to work flexible hours.

Pay: Up to $22.67 per hour
