Job Summary

A bargaining unit position responsible for ensuring the DRS clients’ compliance with all aspects of the support orders entered by the Court by utilizing all available enforcement remedies as provided for in rule, statute and regulation. Provides excellent customer service to both internal and external clientele. The work is done in compliance with State laws and rules and meets the requirements of PACSES and Domestic Relations Section procedures as well as local Court rules and procedures.

Responsibilities

Essential Requirements, Duties and Responsibilities:

1) Provide single, long-term point of contact in support cases, fielding and responding to all enforcement inquiries relating to a case from clients/authorities/other interested parties;

2) Take appropriate enforcement action/resolve disputes on inquiries received via daily mail, fax, phone or direct client/attorney contact;

3) Pro-actively process cases/orders and monitor case status/client compliance through the PACSES system (including but not limited to mail alerts, demographic updates, eReports, Data Warehouse reports, etc.).

4) Conduct expedited contempt conference and issue an order that imposes sanctions, makes a finding of Contempt or other appropriate disposition through PACSES.

5) Prepare cases involving ECC disputes for appeal hearings.

6) Monitor and review cases prior to Court hearing and cancel, as appropriate.

7) Make appropriate case/action referrals to clients/authorities/co-workers.

8) Perform audits of the financial support records and resolve payment discrepancies, as needed.

9) Prepare cases, including a Court summary and sentencing recommendations, for Court hearings (contempt, compliance, and probation violation hearings).

10) Attend Court hearings as a representative of the Domestic Relations Section.

11) Preparation and presentation of cases before the Court for individuals arrested on DRS bench warrants, ensuring that clients are seen by the Court within 72 hours of warrant being served.

12) Responsible for serving bench warrants on individuals when they appear in person at the DRS.

13) Handling all follow up action once the Court has addressed the warrant, including but not limited to, notifying the prison, notifying the fiscal department of bail requirements, notifying all parties of any action taken and any subsequent Court date.

14) Acceptance of purge (bail) monies from clients in Court, as required.

15) Main point of contact for prison staff/Sheriff’s Dept inquiries on incarcerated clients.

16) Process Court notes and demographic updates on PACSES, as necessary.

17) Conduct detailed enforcement interviews with plaintiffs in cases where routine enforcement fails to produce needed results.

18) One Officer’s duties will include all functions related to (FIDM) Financial Institution Data Match, which includes the freezing and seizing of a defendant’s assets.

19) Complete duties in accordance with the procedures of the department and office.

20) Carry out required case file management system tasks to ensure ease of file location.

21) Demonstrate proficiency with general, duty-specific and duty-related portions of the PACSES system.

22) Comply with all computer and office security and safety procedures and confidentiality requirements.

23) Attend periodic training about PACSES, the support system or other relevant topics to enhance work performance.

24) Must possess the ability and the resources to work remotely, if deemed necessary and job duties permit.

25) Other reasonable duties as assigned by supervisor.

Requirements are representative of minimum knowledge, skills and abilities. To perform this job successfully, the incumbent will possess the ability to perform each duty proficiently and comply with Court and County policies and procedures as outlined in the Court and Employee Handbooks.

Essential Requirements

QUALIFICATIONS:

Must possess a Bachelor’s degree from an accredited institution recognized by the US Department of Education.

Must possess excellent organizational and time management skills.

Must possess good communication skills in both verbal and written form.

Ability to maintain control in a highly charged, stressful environment.

Ability to set up and type correspondence, forms, tables, schedules etc. using a personal computer word processing program and/or typewriter as necessary.

Ability to file paperwork and /or locate a case within the office through various methods

Must possess substantial mathematical and problem-solving skills.

Ability to work within the organizational structure (chain of command); adhere to and support the policies and procedures of the County and/or Court.

Ability to establish and maintain a professional demeanor with staff, representatives of other offices, the court and the public.

Must be able to provide exceptional customer service to both internal and external clientele.

Possess excellent teamwork and interpersonal skills.
