Chief Operating Officer (COO)
Civil Construction & Infrastructure Development

About Us

We are a growing civil construction company specializing in horizontal infrastructure projects throughout the Florida Panhandle. Our work includes subdivision development, utility installation, road construction, drainage systems, commercial site development, and government contracts, including projects on military installations.

We have built our reputation on quality work, strong client relationships, and the ability to deliver complex infrastructure projects safely, on time, and on budget. We are seeking an experienced Chief Operating Officer to help lead the next phase of our growth.

Position Summary

The COO will serve as the operational leader of the company, overseeing all field and office operations while working directly with ownership to drive profitability, efficiency, and sustainable growth.

This is a hands-on leadership role for an individual who understands civil construction from bid through closeout and can effectively manage people, equipment, subcontractors, schedules, budgets, and client relationships.

Responsibilities

Lead all day-to-day company operations.
Oversee project management, field operations, estimating, scheduling, and equipment utilization.
Develop and manage project execution strategies to ensure projects are completed safely, on schedule, and within budget.
Monitor project financial performance, including job costing, cash flow, labor productivity, and profitability.
Work with project managers and superintendents to identify and resolve operational challenges.
Recruit, develop, and retain high-performing managers, supervisors, and field personnel.
Establish and improve operational processes, systems, and accountability measures.
Review and negotiate contracts, change orders, and major subcontract agreements.
Maintain strong relationships with developers, municipalities, government agencies, engineers, and private-sector clients.
Participate in strategic planning, business development, and growth initiatives.
Ensure compliance with all safety, regulatory, and contractual requirements.
Provide leadership for government and military construction projects, including compliance with federal contracting requirements.

Qualifications

Minimum 5 years of progressive leadership experience in civil construction, site development, or heavy highway construction.
Demonstrated experience managing multiple concurrent projects valued from hundreds of thousands to several million dollars.
Strong understanding of:
Site development
Underground utilities
Road construction
Drainage and stormwater systems
Earthwork and grading
Government construction contracts
Proven ability to manage project managers, superintendents, and field personnel.
Strong financial acumen, including budgeting, job costing, forecasting, and project profitability analysis.
Experience with contract administration, claims management, and change orders.
Excellent leadership, communication, and organizational skills.
Bachelor's degree in Construction Management, Civil Engineering, Business, or related field preferred.

Preferred Experience

Florida civil construction experience.
Military base or federal government contracting experience.
Experience with FDOT, municipal, county, or utility authority projects.
Experience leading a growing construction company through operational expansion.
Professional Engineer (PE), General Contractor (CGC), or related industry certifications are a plus.
