Description

The Dougherty County Human Resources Department is hiring for a HR Deputy Director. The HR Deputy Director, under the general direction of the Human Resources Director, assists in planning, directing, and evaluating the human resources programs and operations. This position provides strategic leadership and directs operations in employment relations, talent acquisition, benefit administration, training, and performance management. Responsible for the design and implementation of HR policies and initiatives as well as the supervision of the HR team and all HR related activities.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators.

Essential Tasks

Leads, directs, and evaluates the work of assigned HR staff by establishing priorities, assign responsibilities, monitor performance, and ensure operational excellence; develops staff schedules to maintain effective service delivery; addresses employee relations matters; administers corrective and disciplinary actions as appropriate; oversees performance management activities; serves as a liaison between staff and Human Resources Director; and coaches employees on departmental policies and procedures.
Assists the Human Resources Director in planning, directing, and administering County-wide human resources programs and operations; Serves as Acting Human Resources Director, in the director’s absence and exercises delegated authority to ensure continuity of operations.
Collaborates with assigned staff to resolve complex employee relations, compliance, and operational issues, provides technical expertise, and prepares reports, analyses, and recommendations for the Director.
Directs and conducts confidential workplace investigations involving employee relations; develops findings and recommends appropriate corrective action consistent with County policy and employment law.
Assists with the annual budget preparation, including forecasting expenditures to ensure fiscal accountability.
Ensures compliance with applicable federal, state, and local laws; workplace, and safety laws, ordinances, rules, and regulations (e.g., FLSA. FMLA, ADA, EEOC, Title VII, COBRA, HIPAA) and other applicable employment requirements; evaluates regulatory changes and recommends changes to County policies and procedures
Serves as the County Grievance Officer by administering the employee grievance process, conduct hearings when appropriate, facilitate resolutions of workplace disputes, and ensures grievances are addressed fairly, consistently, legally in accordance with County policy and applicable laws.
Oversees the County’s talent acquisition, including recruitment and selection, job analysis, position classification and compensation, candidate evaluation, interviews, background investigations, hiring recommendations, onboarding/offboarding, and employment documentation to ensure compliance and attract and retain qualified talent.
Develops, implements, and evaluates County wide training (e.g. New Employee Orientation, Supervisory and leadership development, compliance training, and Professional Development)
Leads employee engagement, wellness, and employee recognition programs to improve employee engagement and retention related programs.
Directs the County’s internship, apprenticeship, and workforce development programs; establish partnerships with educational institutions to strengthen workforce.
Travels as required to attend meetings, training, conferences, investigations, and other County business.
Communicates with County officials and administrators, other County employees, contractors, the public, and other individuals as needed to coordinate work activities, review status of work, and/or resolve problems
Performs other related work as assigned.

Minimum Qualification

Bachelor’s degree in Human Resource Management, Business Administration, Public Administration or related field is required. Master’s degree is preferred.
Seven (7) to ten (10) years of related experience in human resources, including five (5) years of supervisory or management experience.

Supplemental Information

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Special Certifications And Licenses:

Must possess and maintain a valid state driver’s license with an acceptable driving history.
Professional Human Resources Certification (PHR/SPHR, SHRM-CP/SHRM-SCP, IPMA) is preferred. certification or ability to acquire within one (1) year of employment.
