Regional Property Manager – Job Overview

The Regional Property Manager is responsible for providing strategic leadership and operational oversight for a portfolio of affordable and multifamily housing communities. This role partners closely with on-site teams to ensure exceptional property performance, regulatory compliance, financial success, and an outstanding resident experience.

The ideal candidate is a proactive leader who is passionate about developing high-performing teams, solving complex operational challenges, and fostering strong relationships with owners, investors, and community partners. The Regional Property Manager serves as a coach, mentor, and resource to Community Managers while driving accountability, operational excellence, and continuous improvement across the portfolio.

Key Responsibilities:

Mission-Driven Leadership

Promote and protect Vecino’s mission of housing for the greater good across every aspect of property operations.
Model and reinforce a culture of empathy, accountability, and excellence across all site teams.
Ensure all properties reflect the values of dignity, equity, and respect for residents and team members.

Portfolio Oversight

Lead and support a portfolio of properties, ensuring consistent, compliant, and efficient daily operations.
Visit every property in the New York State portfolio regularly (minimum of once per month per property; more as needed based on performance or need).
Conduct onsite reviews, walk units, assess maintenance and curb appeal, and provide in-person coaching to property staff.
Identify operational or staffing gaps and implement short- and long-term improvement plans.
Oversee capital projects, renovations, and preventative maintenance planning with input from asset management and maintenance teams.
Ensure lease-up efforts are completed on schedule and in full compliance with regulatory file requirements, lease agreements, and internal lease-up protocols.
Ensure strict adherence to Vecino’s policies regarding lease violations and evictions; hold site managers accountable for timely documentation, consistent communication with residents, and thorough follow-through of all related processes.

Compliance & Regulatory Excellence

Ensure compliance with all applicable affordable housing programs including LIHTC, HUD, HOME, and local/state housing regulations.
Partner with compliance staff and third-party agencies to prepare for audits, reviews, and inspections.
Support accurate and timely execution of initial certifications, recertifications, and other regulatory deliverables.
Stay up to date with New York State housing regulations and ensure all staff are trained accordingly.

Team Development & Support

Supervise, mentor, and evaluate on-site Property Managers and indirectly oversee site teams.
Assist with hiring, onboarding, and succession planning for property-level positions.
Foster a positive and mission-centered culture that values inclusion, accountability, and professional growth.
Conduct regular team meetings and field visits to build relationships, offer guidance, and create accountability.
Promote a trauma-informed, resident-first approach among all team members.

Financial Stewardship

Manage and monitor property-level budgets, ensuring financial sustainability and cost-effective operations in collaboration with accounting and asset management teams.
Review financial reports monthly, analyze variance trends, delinquency reports, and cash flow positions, and implement corrective actions when needed.
Approve expenditures, invoice processing, and capital project planning in collaboration with corporate departments.
Provide oversight of rent collections, delinquency reduction, lease-up efforts, and expense control.

Resident & Community Relations

Champion a customer service culture that ensures all residents feel seen, heard, and supported.
Partner with local service providers to enhance the supportive housing and resident engagement components.
Ensure timely and consistent response to resident feedback, complaints, and incident reporting.
Be a visible, positive presence during property events, resident meetings, and community partner interactions.
Champion a housing-first, trauma-informed approach that centers dignity and stability for residents.

Strategic Collaboration & Communication

Act as the bridge between property sites and corporate departments including Asset Management, Construction, and Finance/Accounting and Development.
Represent Vecino to external stakeholders, including municipal partners, lenders, investors, and service providers.
Communicate timely updates to leadership about portfolio performance, risks, and opportunities.

Qualifications:

Education & Experience

Bachelor’s degree in Business Administration, Real Estate, Public Administration, or related field (or equivalent experience).
Minimum 5–7 years in affordable housing property management, including multi-site or regional oversight.
Deep understanding of LIHTC, HUD, and Fair Housing regulations. New York State experience strongly preferred.
Proven leadership experience managing site teams, training staff, and improving property performance.

Skills & Competencies

Mission-minded with a strong sense of purpose and people-first leadership style.
Excellent written and verbal communication skills; confident public speaker and team motivator.
Strong financial analysis skills; comfortable reading budgets, reports, and performance metrics.
Tech-savvy and proficient in property management systems (e.g., Yardi, RealPage, OneSite).
Strong time management, travel coordination, and organizational skills.
Ability to make decisions in a fast-paced, field-based environment with minimal supervision.

Certifications (Preferred but not required)

Certified Apartment Manager (CAM), Tax Credit Specialist (TCS), Certified Property Manager (CPM), or equivalent.
NYS Real Estate License a plus.

Work Environment & Travel Requirements:

Frequent travel within New York State is required—a minimum of one monthly visit to each property, with additional visits based on need.
Must be able to walk properties, climb stairs, and occasionally work after-hours during emergencies or major events.
