Full Job Description

We are seeking an experienced and strategic Senior Property Manager to lead operations for a HUD-affiliated affordable housing community/portfolio in the Washington, DC market. This role is ideal for a high-performing property management professional with deep expertise in HUD compliance, operational leadership, team management, and asset performance.

The Senior Property Manager will oversee all aspects of property operations including compliance, financial performance, resident relations, maintenance oversight, staff leadership, and preparation for HUD inspections. The ideal candidate combines strong operational discipline with an ownership mindset and the ability to lead high-performing teams in a fast-paced environment.

This is a leadership role with significant visibility and impact within the organization.

Key Responsibilities

HUD Compliance & Regulatory Oversight

Oversee all aspects of HUD compliance for project-based/Section 236 affordable housing communities
Ensure accurate and timely completion of annual/interim recertifications
Manage and reconcile all EIV reporting and compliance documentation
Lead preparation and execution for REAC and MOR inspections, ensuring continuous readiness
Maintain compliance with all applicable HUD regulations, Fair Housing laws, landlord-tenant laws, OSHA standards, and local/state housing requirements
Monitor compliance trends and proactively address operational or regulatory risks

Financial & Asset Management

Oversee property financial performance including:
Budget preparation and management
Variance reporting
Expense control
Rent collections and delinquency management
Identify opportunities to improve operational efficiency and maximize asset performance
Monitor occupancy, turnover, collections, and resident retention metrics
Assist ownership and leadership with forecasting and strategic planning initiatives
Manage vendor contracts and ensure cost-effective service delivery

Team Leadership & Staff Development

Lead, mentor, and supervise on-site teams including leasing, administrative, and maintenance personnel
Foster a professional, accountable, and resident-focused culture
Provide coaching, training, and performance management to ensure operational excellence
Coordinate cross-functional communication between maintenance, compliance, and management teams
Establish clear operational expectations and ensure policies are consistently followed

Property Operations

Oversee all daily operations of the property/community
Coordinate all resident move-ins and move-outs
Conduct regular property and unit inspections to ensure curb appeal, safety, and compliance standards
Ensure maintenance requests and work orders are handled efficiently and professionally
Manage emergency response procedures and after-hours operational issues as necessary
Maintain accurate reporting and documentation within OneSite and related systems

Resident Relations & Community Management

Maintain strong resident relationships through responsive communication and professional issue resolution
Address escalated resident concerns and lease enforcement matters
Coordinate resident communications regarding inspections, notices, and community updates
Promote a positive living environment while ensuring adherence to community standards

Qualifications Required

5–8+ years of affordable housing/property management experience
Extensive experience managing HUD project-based or Section 8 communities
HUD recertifications
EIV reporting
REAC inspections
MOR preparation and compliance audits
Previous experience supervising on-site property management teams
Experience managing larger multifamily communities and/or multiple properties preferred

Technical Knowledge

Strong understanding of:
HUD regulations and compliance requirements
Fair Housing laws
Landlord-tenant regulations
OSHA and building compliance standards
Proficiency with Microsoft Office Suite (Excel, Word, Outlook)
Strong financial and operational reporting skills

Professional Skills

Preferred Qualifications

CPM, CAM, COS, or related industry certification preferred
Experience with LIHTC or mixed-finance affordable housing communities a plus
Experience overseeing capital projects or property repositioning initiatives preferred
