Job Overview
The Project Manager is responsible for planning, coordinating, and delivering capital improvement, maintenance, and infrastructure projects across the Ports of Indiana system. This position supports the organization’s long-term capital investment strategy by managing projects from initial scope development, budgeting, and scheduling through procurement, construction, commissioning, and closeout.
Working collaboratively with port operations, engineering consultants, contractors, regulatory agencies, tenants, and executive leadership, the Project Manager will manage multiple concurrent projects involving civil infrastructure, rail, marine facilities, utilities, buildings, equipment, and other port-related assets. The position requires strong project management discipline, sound business judgment, effective communication, the ability to understand engineering design concepts and principles, and the ability to perform basic engineering and planning requirements while coordinating complex projects and maintaining cost, schedule, quality, and operational objectives at active industrial and maritime facilities.
The successful candidate will be expected to effectively manage multiple projects at various stages of development while balancing cost, schedule, quality, stakeholder coordination, and operational needs across all port facilities.
This position serves all three Ports of Indiana locations. Travel between ports is expected throughout the duration of projects for kickoff meetings, design coordination, construction monitoring, inspections, stakeholder meetings, and project closeout activities. Typical travel is anticipated to average approximately one to two trips every two weeks, with flexibility required based on project demands.
The ideal candidate possesses strong leadership, communication, organizational, and problem-solving skills; experience managing construction, infrastructure, or engineering-driven projects; the ability to build productive relationships with contractors, consultants, tenants, and internal stakeholders; and a working knowledge of project controls, budgeting, procurement, bid management, contract administration, construction oversight, engineering design coordination, and project delivery methods. The position requires independent decision-making, sound judgment, and the ability to successfully manage projects from concept through completion while supporting the mission and strategic objectives of the Ports of Indiana.
MINIMUM REQUIREMENTS AND QUALIFICATIONS:
· Bachelor’s degree in Project Management, Construction Management, Civil Engineering, Engineering Management, Architecture, Business Administration, or a related technical field required.
· Project Management Professional (PMP) certification, Certified Construction Manager (CCM), or similar credential preferred.
· Minimum of five years of progressively responsible project management experience, preferably involving capital projects, construction, infrastructure, transportation, maritime, rail, industrial facilities, or multi-disciplinary engineering projects.
· Experience with project budgeting, scheduling, cost estimating, construction bid management, procurement, contract administration, change order management, project controls, risk management, and project closeout.
· Working knowledge of project delivery methods such as design-bid-build, design-build, construction manager/general contractor, job order contracting, or similar delivery models preferred.
· Ability to coordinate engineering design reviews, constructability input, value engineering, permitting considerations, and field coordination with consultants, contractors, operations teams, and regulatory stakeholders.
· Ability to read and interpret construction drawings, specifications, scopes of work, schedules, contracts, and technical reports.
· Proficiency with Microsoft Office, Microsoft Teams, Excel, project tracking tools, and document management systems; experience with Bluebeam, Microsoft Project, or similar tools preferred.
· Strong analytical, organizational, written, and verbal communication skills.
· Ability to work independently, manage multiple priorities, and collaborate effectively with internal and external stakeholders.
PRIMARY DUTIES AND RESPONSIBILITIES:
Description
1. Manage assigned capital, maintenance, and infrastructure projects from concept through completion, including scope, budget, schedule, procurement, construction oversight, and closeout.
2. Develop project scopes, schedules, cost estimates, budgets, procurement plans, and implementation strategies in coordination with leadership and port operations.
3. Coordinate with engineering consultants, contractors, vendors, tenants, utilities, regulatory agencies, and internal stakeholders to advance projects efficiently, resolve issues, and support timely bid and procurement decisions.
4. Lead and coordinate construction bid processes, including preparing scopes of work, bid packages, schedules, addenda, pre-bid meeting materials, bid tabulations, recommendation summaries, and award documentation.
5. Monitor project budgets, commitments, invoices, pay applications, change orders, contingencies, forecasts, and funding requirements.
6. Track project schedules, milestones, risks, constraints, dependencies, and critical decisions; proactively communicate schedule impacts and recommended solutions.
7. Conduct or coordinate site visits, kickoff meetings, progress meetings, field inspections, punch list reviews, and project closeout meetings at all port facilities.
8. Review contractor submittals, requests for information, schedules, payment documentation, change requests, bid clarifications, addenda, and closeout materials in coordination with consultants and internal stakeholders.
9. Ensure projects are delivered in alignment with contract requirements, applicable codes and regulations, operational constraints, quality standards, budget expectations, and Ports of Indiana objectives.
10. Maintain organized project records, including budgets, schedules, meeting notes, permits, contracts, drawings, correspondence, approvals, inspections, warranties, and closeout documents.
11. Prepare regular project updates, dashboards, reports, presentations, and recommendations for leadership, port operations, and other stakeholders.
12. Support capital planning, annual budgeting, project prioritization, asset management, grant-funded projects, and long-term infrastructure planning efforts.
13. Identify project risks, operational impacts, cost issues, and stakeholder concerns; elevate significant matters and recommend practical solutions.
14. Support procurement, contracting, and vendor coordination activities by organizing project documentation, communicating timelines, tracking required approvals, and helping ensure bids and contract actions move forward efficiently.

Pay: $74,720.00 - $127,560.00 per year
