Full Job Description

0002 Contract Closeout Specialists (Junior and Mid)

Description:

OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties:

OCT Consulting currently has openings for a Mid Contract Specialist with at least eight (8) years of relevant experience in federal acquisitions and a Junior Contract Specialist with at least 4 years of relevant experience in federal acquisitions. Experience with a variety of vehicle contract types, including but not limited to fixed price, time and materials, cost/cost-plus, interagency agreements, IDIQ, and BPA is required. Responsibilities will include preparing pre-award documentation, supporting post-award activities, and assisting in contract closeouts as required. Experience supporting an acquisition office in the Contract and Procurement Series 1102 is preferred. The experience can be either as a federal government employee or as a contractor supporting a Federal Agency, or a combination of both.

Requirements for Mid Contract Specialist:

Eight (8) years of full-spectrum federal contract experience
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Must be FAC-C or DAWIA eligible or possess an equivalent professional Contracting certification such as a CFCM or CPCM
Knowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures
Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and PRISM or similar contracting writing systems
Attention to detail, accuracy, and adherence to project timelines
Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders
Must be a US Citizen
Must live within a 90-minute drive to Washington DC
Must be able to obtain and maintain a Public Trust clearance. The investigation will involve a credit, fingerprint, and law enforcement agency check

Salary: $70,000-$90,000 based on experience, education, etc.

Junior Contract Specialist:

Four (4) years of full-spectrum federal contract experience
A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Acquisition certification is highly desired (i.e., FAC-C, DAWIA certification, and NCMA certifications will also be considered)
Knowledgeable in the Federal Acquisition Regulation (FAR) and federal contracting procedures
Proficiency in using software tools for document creation, collaboration, and formatting, such as Microsoft Word, Excel, SharePoint, and PRISM or similar contracting writing systems
Attention to detail, accuracy, and adherence to project timelines
Effective communication skills and ability to work collaboratively with subject matter experts, acquisition professionals, and stakeholders
Must be a US Citizen

Salary: $55,000-$80,000 based on experience, education, etc.

Work Arrangement: The position is currently 100% telework; however, candidates must reside within the DMV area and be available to report onsite in Washington, DC, as needed. The client may transition the position to a hybrid schedule requiring 1–2 days onsite per week in the future.

Contract Duration: The current contract Period of Performance ends at the end of the FY, followed by an anticipated 3-month bridge contract with additional three-month option periods for up to one year.
