Full Job Description

JOB SUMMARY

Under the direction of the County Treasurer, performs financial and professional duties on behalf of the organization. Oversees the receipting of all County revenue and supervises staff who record transactions. Responsible for understanding the County's financial and receipting systems at a detailed level to ensure accuracy, implement upgrades, and train staff throughout the organization. Makes recommendations for action and assists in policy and procedure implementation. Provide back-up coverage for the duties of the Treasury Banking Manager.This position requires the immediate ability to assume independent responsibility for all aspects of the job description within a 6-month learning plan.

EXAMPLES OF DUTIES

Essential Duties:

Trains and supervises support staff related to incoming revenue receipting. Schedules and monitors their work product to ensure accuracy and completion. Performs performance evaluations and implements corrective action plans or other disciplinary procedures as necessary.
Leads evaluating and testing quarterly service pack updates to the Financial System and Cash Receipting software. Writes training materials and updates, as necessary. Provides quarterly training to other departments.
Provides IT-level application support to Cash Receipting software (Tyler Cashiering) including troubleshooting, documentation of bugs/errors, and interaction with Tyler Technologies support and development staff.
Design systems to identify incoming revenue and properly record receipts for all County Offices and departments.
Determines analytical techniques and information-gathering processes, obtain, and analyze relevant data, and make reports and recommendations to the County Treasurer.
Oversees and provides problem-solving support to financial and accounting staff throughout the County.
Participates in Countywide projects to explore new technologies and aids in the process of purchasing decisions.
Analyzes alternatives and makes recommendations regarding such matters as organizational structure, budget development and administration, staff, facilities, equipment, productivity, and policy and procedure modification. May coordinate the development of one or multiple budgets.
Discusses findings with management staff and assists in implementing changes resulting from studies and analyses.
Confers with and represents the department in meetings and committees with County staff from other departments, representatives of other governmental agencies and business, professional and community groups, vendors, and the public.
Provides liaison and administrative support to a variety of committees and commissions.
Prepares, processes and may administer contracts, grant funded projects and similar endeavors.
Prepares a variety of technical, statistical, and narrative reports, correspondence, and other written materials.
Will have programmatic responsibility in specified service delivery or internal support area as assigned. Will direct the work of professional or support staff on a project or day-to-day basis.
Implements financial software tools. Interacts with personal computers and networked solutions. Utilizes a variety of cloud-based and local software tools and applications. Prepares reports, correspondence, and other written materials.
Prepares and submits various reports to regulatory agencies and other organizations. Maintains accurate records and files in support of the annual audit and other mandated responsibilities. Co-leads a receipting user group with regular communication, meetings, and training.
