Deputy Chief Financial Officer (Fiscal Services Administrator VI) – Grade 24

We are seeking an experienced and strategic financial leader to join the Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) team as our Deputy Chief Financial Officer.

This executive-level opportunity plays a critical role in shaping financial strategy, overseeing complex fiscal operations, supporting executive leadership, and driving innovation across a high-impact organization serving millions of Maryland residents.

The ideal candidate will bring expertise in financial management, budgeting, forecasting, strategic planning, operational leadership, and collaboration across diverse stakeholders. This position offers the opportunity to influence major financial initiatives, legislative impacts, revenue strategies, and organizational decision-making at the highest levels.

This Deputy CFO is the assistant advisor to the MDOT MVA Administrator, Deputy Administrators and executive team on all Finance matters, issues, and directions. This position supports the Chief Financial Officer (CFO), in presenting the annual budget to MDOT senior finance staff, and in cooperation with the Administrator, to the Secretary, Deputy Secretaries and TSO Finance team. Required to attend legislative budget hearings to support the Administrator as needed. This position engages with executive staff in the design, implementation and management of the strategic course for the MVA. The strategic plan incorporates the Mission, Vision, Goals and Strategies of the Administration to ensure success of the organization.

Some of the essential duties of the Deputy Chief Financial Officer include, but are not limited to the following:

Discussing budget and strategic information with MVA Administrator and executive management. Monthly financial status with Administrator and executive staff. Providing information and insights to enable Executive management in their decision-making process, participate in monthly project review teams discussions, involved in legislative committee for fiscal, economic and program impacts and implementation strategies of legislation affecting MVA, managing for results and other planning, budget and finance meetings at MDOT.
Assisting with leadership of the Office of Financial Services including Financial Management and Accounting and Financial Systems. Assisting with oversight of the Accounting and Financial systems Division including Accounts Payable, Accounts Receivable, Cash Receipts, and Revenue.
Supervising and supporting over 2000 invoices monthly and over $20 million in various refunds via the financial systems of the MVA, including Financial Management Information System (FMIS).
Sponsoring for the management and development of financial systems, including interfaces with the business system named Customer Connect, a point-of-sale system for all business transactions and an accounts receivable system and invoice approval workflow IT system. Assisting with the MVA strategy for business process improvement using information technology to enhance customer service and operating efficiency.
Managing workforce diversity and technological advances in the workplace.
Facilitate consolidated and complete weekly update of financial information so that the managers know their financial status in a timely manner in order to enforce financial accounting and responsibility.
Provide reports and analysis for various units including summary and detail expenditure.

The ideal candidate will possess:

Management or executive-level experience advising senior leadership on financial strategy, budgeting, and fiscal policy.
Strong knowledge of governmental accounting, state budgeting processes, fund structures, grants, and capital program funding.
Expertise in financial analysis, forecasting, modeling, and variance reporting for large and complex budgets.
Skills to oversee major financial operations, including Accounts Payable, Accounts Receivable, Cash Management, and enterprise financial systems.
Strong analytical skills with the ability to interpret complex fiscal data, evaluate legislative fiscal notes, and provide clear, actionable recommendations to leadership.
Demonstrated experience presenting and defending budgets to executive leadership, senior finance officials, and legislative committees.
Proven ability to lead diverse financial teams and manage multi-division operations with high accuracy and accountability.
Exceptional communication skills, including the ability to convey financial information to non-financial audiences clearly and effectively.
Strong strategic thinking skills to align financial decisions with agency mission, goals, and long-range planning.
Ability to manage competing priorities, high volumes of work, and tight deadlines in a fast-paced, high-visibility environment.
Proficiency with enterprise financial systems (such as FMIS, BARS) and advanced skills in budgeting tools, forecasting models, and data-driven decision-making.
High ethical standards, sound judgment, and commitment to transparency in financial management.

Qualifications

Preferred Qualifications

Education: Bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, Economics, or related field.

Experience: Six (6) years of experience in government, public sector, or business operations that includes exposure to budgeting, financial management, accounting, or fiscal oversight. Four (4) years of supervisor or management experience leading professional staff in areas such as financial operations, budget development, business administration, fiscal analysis, or related administrative functions.

Notes:

Candidates may substitute the possession of a master’s degree from an accredited college or university for the required experience.
