Position Summary
The Housing Authority of the City of Asheville is seeking a Family Self-Sufficiency (FSS) Program Manager to lead the administration, development, and overall performance of the Housing Authority’s Family Self-Sufficiency Program.
The FSS Program Manager ensures the program is administered in accordance with U.S. Department of Housing and Urban Development regulations, the HUD-approved FSS Action Plan, applicable grant requirements, and Housing Authority policies and procedures.
This position supervises assigned FSS staff; oversees participant recruitment, enrollment, coaching, and case-management activities; coordinates supportive services and community partnerships; monitors FSS escrow activities; and evaluates program performance and participant outcomes.
The FSS Program Manager reports directly to the Director of the Housing Choice Voucher Program.
Essential Duties and Responsibilities
- Direct, manage, and oversee the daily administration and continued development of the Family Self-Sufficiency Program.
- Ensure program operations comply with HUD regulations and guidance, the HUD-approved FSS Action Plan, applicable grant requirements, and Housing Authority policies and procedures.
- Maintain current knowledge of HUD FSS requirements and recommend updates to program policies, procedures, workflows, forms, and the FSS Action Plan.
- Establish program goals, priorities, performance standards, and work plans consistent with the objectives of the Housing Choice Voucher Program and the Housing Authority.
- Supervise, train, support, and evaluate assigned FSS staff.
- Assign caseloads and work priorities, review case files and staff documentation, and provide ongoing coaching and performance feedback.
- Participate in the recruitment, selection, onboarding, professional development, and performance management of assigned staff.
- Oversee participant outreach, recruitment, enrollment, orientation, engagement, retention, and program-completion strategies.
- Ensure FSS Contracts of Participation and Individual Training and Services Plans are complete, accurate, timely, and administered in accordance with HUD requirements.
- Review participant progress, case documentation, extensions, exits, terminations, graduations, and other significant program actions.
- Provide guidance to staff regarding participant assessments, goal development, service referrals, barriers to progress, and complex case-management matters.
- Provide direct participant coaching, case-management support, or crisis intervention when needed.
- Coordinate with Housing Choice Voucher, Finance, and other appropriate staff to monitor FSS escrow accounts, resolve discrepancies, and review participant eligibility for disbursements.
- Develop and maintain partnerships with employers, educational institutions, workforce-development programs, financial-literacy providers, social-service agencies, and other community organizations.
- Organize and facilitate the FSS Program Coordinating Committee to identify service gaps, secure community resources, and strengthen participant support.
- Develop and implement outreach materials, informational sessions, workshops, and other participant-engagement activities.
- Monitor program enrollment, participation, earned income, escrow activity, goal attainment, graduation rates, and other performance measures.
- Prepare and submit accurate and timely reports regarding program activities, outcomes, expenditures, accomplishments, and operational needs.
- Maintain complete, confidential, organized, and audit-ready program files.
- Coordinate responses to HUD reviews, internal audits, monitoring activities, grant reviews, and requests for program information or corrective action.
- Assist with the preparation, administration, and monitoring of FSS grants, program budgets, funding applications, and related expenditures.
- Identify opportunities for additional funding, supportive services, and strategic partnerships.
- Collaborate with Housing Choice Voucher leadership and other departments to resolve operational issues and improve program workflows.
- Represent the Housing Authority at community meetings, trainings, conferences, regional program meetings, and other professional events.
- Provide regular updates to the Director of the Housing Choice Voucher Program regarding program performance, compliance concerns, staffing needs, participant outcomes, risks, and recommended improvements.
- Perform other related duties and special projects as assigned.
Knowledge, Skills, and Abilities
The successful candidate should possess:
- Thorough knowledge of HUD regulations, guidance, and reporting requirements governing the FSS and Housing Choice Voucher Programs.
- Knowledge of FSS Contracts of Participation, Individual Training and Services Plans, escrow requirements, program extensions, graduations, terminations, and related documentation.
- Knowledge of FSS Action Plan development, implementation, and administration.
- Knowledge of case-management, participant-coaching, interviewing, assessment, goal-setting, and service-coordination practices.
- Knowledge of social and economic challenges affecting low-income families and the community resources available to address participant needs.
- Knowledge of supervisory practices, including work assignment, staff development, coaching, performance evaluation, and corrective action.
- Knowledge of grant administration, budgeting, expenditure monitoring, program reporting, and recordkeeping requirements.
- Skill in developing partnerships with government agencies, nonprofit organizations, educational institutions, employers, and community service providers.
- Skill in analyzing program data, evaluating outcomes, identifying trends, and developing recommendations for improvement.
- Ability to interpret and apply federal regulations, HUD guidance, grant requirements, and Housing Authority policies to complex program situations.
- Ability to exercise independent judgment and discretion regarding program operations, staff supervision, participant matters, and compliance concerns.
- Ability to manage multiple responsibilities, projects, deadlines, staff assignments, and program requirements.
- Ability to communicate effectively, both orally and in writing, with participants, staff, leadership, community partners, and regulatory representatives.
- Ability to prepare professional reports, correspondence, policies, procedures, presentations, grant materials, and program documentation.
- Ability to protect confidential participant, employee, financial, and program information.
- Proficiency with Microsoft Office, case-management systems, databases, spreadsheets, and other reporting tools.
Education and Experience
- Bachelor’s degree from an accredited college or university in social work, human services, public administration, business administration, public policy, social sciences, or a related field.
- A master’s degree in a related field is preferred.
- A minimum of five years of progressively responsible experience in affordable housing, human services, case management, workforce development, resident services, or program administration.
- Previous experience supervising staff or leading major programs, projects, or initiatives is strongly preferred.
- An equivalent combination of education, training, and directly related experience that provides the required knowledge, skills, and abilities may be considered.
Additional Requirements
- Possession of a valid North Carolina driver’s license.
- Ability to complete required HUD, FSS, HCV, and Housing Authority training and continuing education.
- Ability to travel locally and attend occasional conferences, trainings, community events, or meetings outside regular working hours.
- Ability to maintain the highest degree of confidentiality regarding participant, employee, financial, and program information.
Compensation
The annual salary range for this exempt position is $60,000–$72,000. The starting salary will be determined based on the selected candidate’s relevant education, experience, qualifications, and internal pay considerations.
Physical Requirements
This position primarily involves office-based work and regular use of computers, telephones, copiers, printers, and related equipment. The employee must be able to sit for extended periods, periodically stand and walk, occasionally move objects weighing up to 10 pounds, and operate a motor vehicle for work-related travel.
