Responsibilities - What you’ll do

- Assist the Office of Workforce Development (OWD) Director with developing and implementing strategic actions and policies that support achievement of WIOA (Workforce Innovation and Opportunity Act) performance measures and goals as approved in the WIOA combined state plan
- Define, develop, and lead projects that support and achieve goals and planned outcomes in support of DHEWD and OWD initiatives
- Provide daily oversight of staff, initiatives, and programs to include apprenticeship efforts, youth programs, re-entry services, retention specialists, Jobs for Veterans State Grant (JVSG) and others as appropriate
- Lead the development and implementation of policies, strategies, and procedures to align employment, training, and education in Missouri
- Responsible for the programmatic and fiscal integrity of Missouri’s federally funded public workforce system
- Assist in the preparation and management of the department's budget and fiscal reporting. This includes, providing direction to approximately 200 employees and managing an annual operating budget of approximately $80 million
- Collaborate with senior management of DHEWD and partner organizations to ensure compliance with federal and state laws and regulations that support the state’s public workforce system
- Provide oversight of the development, preparation, and delivery of reports to the federal government and state legislature
- Provide leadership to the public workforce system in support of continuous improvement that advances customer service and program outcomes, especially with employers, job seekers, students, and other target populations
- Participate in strategic planning and policy decisions that will assist in meeting the needs of local employers by upgrading the skills of existing workers, preparing students and other emerging workers to enter the workforce and assisting dislocated workers and welfare recipients in their re-employment efforts
- Establish and maintain relationships with local elected officials who by law have joint responsibility with Local Workforce Development Boards (LWDB) to oversee local workforce programs
- Interface with legislators concerning high profile plant closings and layoffs, constituent inquires and legislative initiatives throughout the appropriations process
- Coordinate training for the benefit of public workforce system professionals to enhance skills of staff within the public workforce system
- Recommend professional staff training that highlights current workforce innovation and trends, best practices, and other information to help improve employer, student, and job seeker customer experiences
- Collaborate with communication staff to ensure public workforce system information is posted/displayed in support of the public workforce system and reflects positively about employer and job seeker customers
- Collaborate with DHEWD staff to develop an outreach and awareness initiative of the public workforce system that contributes to improving the reputation and usage of the public workforce system by employers, students, and job seekers.
- Develop and maintain effective working relationships with LWDB, Job Center staff, local business outreach teams, and other service providers
- Present at conferences and conduct informational sessions, as required by OWD
- Demonstrate regular and reliable attendance
- Perform other related work as assigned
