The Director of Pipeline Safety Compliance provides strategic leadership and oversight of pipeline safety, operational regulatory compliance, audit readiness, and operational assurance programs. This role develops, implements, and manages internal and external audit programs that evaluate regulatory compliance, construction quality, process adherence, documentation integrity, contractor performance, and readiness across Company operations. The Director serves as a primary Company authority for regulatory interpretation, audit readiness, compliance assessments, corrective action management, and continuous improvement.

Primary Job Duties:

Serve as the primary Company representative for Railroad Commission of Texas (RRC), PHMSA, and other operational related regulatory audits, inspections, compliance reviews, inquiries, and assessments.
Develop and administer risk-based internal audit and compliance monitoring programs for operations, engineering, construction, maintenance, gas control, corrosion control, damage prevention, training, operator qualification, contractor management, records, and regulatory compliance activities.
Lead audit preparation, including readiness reviews, mock audits, process validations, documentation reviews, records verification, field observations, and corrective action tracking.
Coordinate external audits, regulatory inspections, consultant assessments, third-party compliance evaluations, and related follow-up activities.
Interpret and implement federal and state pipeline safety regulations, Company procedures, operating standards, regulatory requirements, and industry guidance affecting operations and infrastructure.
Develop, revise, and maintain compliance-related policies, standards, procedures, forms, internal controls, and audit protocols to ensure consistent implementation across the organization.
Manage Company responses to Notices of Violation, probable violations, information requests, audit findings, and regulatory actions, including development, assignment, tracking, validation, and closure of corrective action plans.
Conduct operational reviews, field assessments, process audits, and compliance evaluations to identify risks, procedural gaps, documentation deficiencies, control weaknesses, and improvement opportunities.
Evaluate operational controls, recordkeeping systems, contractor oversight, documentation practices, training records, and management systems for regulatory compliance and operational reliability.
Establish, monitor, and report key performance indicators related to audit results, compliance performance, corrective actions, process effectiveness, documentation quality, contractor conformance, and risk reduction initiatives.
Lead or support root cause investigations of compliance deficiencies, audit findings, process failures, recurring operational issues, and regulatory concerns.
Ensure corrective actions are properly developed, assigned, tracked, validated, and sustained to reduce repeat findings and operational risk exposure.
Collaborate with field operations, engineering, construction, customer service, regulatory affairs, safety, training, and support departments to strengthen compliance culture and operational performance.
Monitor regulatory updates, enforcement trends, industry developments, and emerging compliance risks; translate requirements into practical processes, controls, training guidance, and operational expectations.
Prepare executive-level compliance and audit reports regarding organizational risks, audit outcomes, corrective action status, emerging regulatory concerns, control effectiveness, and improvement initiatives.
Provide strategic leadership, direction, coaching, and development for assigned employees and third-party resources supporting compliance, audit, and operational assurance functions.
Establish department goals, performance metrics, work priorities, budget needs, service expectations, and accountability standards.
Lead or support workforce planning, talent development, recruitment, performance management, employee engagement, and disciplinary actions as applicable.
Promote cross-functional collaboration to address compliance risks, audit findings, operational challenges, and improvement opportunities.
Evaluate audit technologies, compliance tools, document management systems, reporting platforms, and operational systems that enhance program effectiveness and efficiency.

Preferred Education Requirements

Applicable higher-level education such as a Bachelor's Degree in Engineering, Business Administration, Construction Management, Regulatory Compliance, Risk Management, Finance, Public Administration, or related discipline.

Experience Required

Minimum of ten (10) years of progressively responsible experience in utility operations, regulatory compliance, auditing, engineering, construction management, quality assurance, risk management, pipeline operations, or a related field.
Experience leading or supporting regulatory audits, compliance assessments, operational reviews, process audits, corrective action programs, or operational improvement initiatives.
Demonstrated experience interpreting regulatory requirements and applying them to field operations, procedures, records, and management controls.
Demonstrated leadership experience involving cross-functional teams, project coordination, audit response, corrective action management, or operational improvement initiatives.

Skills and Abilities Required

Extensive knowledge of federal and state pipeline safety regulations, natural gas utility operations, regulatory compliance expectations, and field documentation requirements.
Strong understanding of internal auditing methodologies, compliance frameworks, risk assessment techniques, operational controls, quality assurance practices, and corrective action management.
Ability to interpret complex regulatory requirements and convert them into practical business processes, internal controls, field expectations, and training guidance.
Exceptional analytical, investigative, organizational, and problem-solving skills with the ability to identify root causes and implement sustainable corrective actions.
Strong knowledge of construction, maintenance, engineering, field operations, contractor management, records management, and operational assurance processes.
Excellent written and verbal communication skills, including executive-level reports, audit summaries, corrective action plans, procedures, and regulator-facing communications.
Proficiency with Microsoft Office applications, audit management systems, document management platforms, GIS/mapping systems, work
