We are seeking a skilled and detail-oriented Database Administrator IV (Database Administrator) to join our team. The Database Administrator is part of the Family Health Services (FHS), Thriving Texas Families (TTF) team that runs a statewide program aimed at promoting healthy pregnancy and childbirth and increasing access to resources that promote family and child development.
Under the supervision of the Thriving Texas Families Director, the Database Administrator performs complex (senior level) database work and is tasked with supporting the upload, quality assurance, analysis, interpretation, and presentation of TTF data.
The ideal candidate will have experience in designing, developing, and maintaining business intelligence solutions using Microsoft Power BI and SQL Server. The role involves transforming raw data into meaningful insights through interactive dashboards, reports, and data visualizations to support business decision-making.
Work involves conducting detailed analysis of data sets, performing data needs assessment, developing Power BI reports, and data extraction; testing, implementing and maintaining TTF database to increase efficiency through the automation of routine tasks; and mentoring TTF team members in the use of compiled datasets, such as contract management, open record and legislative requests. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment and collaborates closely with staff across FHS and HHSC to support timely and accurate production of recurring data reports, provides actionable analysis, and completes ad hoc reports and responses to requests for information.
The Database Administrator has a working knowledge of HHSC rules, policies and procedures, and mission.
Completion of job duties requires working under limited supervision with considerable latitude for the use of initiative and independent judgement and provides excellent customer service to all collaborators.

Essential Job Functions
40% - Consults and coordinates with leadership and Information Technology (IT) in order to identify and communicate potential areas for increased Thriving Texas Families (TTF) database efficiencies through the use of automation. Designs, develops, codes, tests, implements, maintains and documents database applications to implement those efficiencies. Communicates with Information Technology staff or other internal stakeholders to ensure issues are communicated clearly and resolved timely.
20% Supports migrations to TTF data management system and tests the migrations to ensure data reliability and functionality by developing, publishing, and maintaining the TTF database. Develops Power BI reports and dashboards for the Thriving Texas Families program as directed by leadership or Legislature. Identifies TTF data errors in Power BI reports, incorrect data mapping that results in inaccurate data, or other issues associated with the TTF database that affect it's efficiency.
10% Executes procedures necessary to save, retrieve, and recover databases from hardware and software failures by coordinating and providing application and database operations triage support to troubleshoot and resolve functional and performance issues encountered in production, development, and test environments.
10% Connects and integrates data from multiple sources such as Excel, SAS, and SQL Servers to ensure TTF data accuracy by pulling data from the TTF production and test database to compare and make necessary corrections. Conducts data testing in production and tests databases to ensure that database resource material is clear so staff and grantees understand how to enter data into the TTF database.
10% Maintains data standards by preparing, developing, and updating database procedures, ensure that data mapping is accurate, and definition data requirements used in data dictionaries. Also works with HHSC IT subject matter experts to ensure resource documents are clear and accurate.
10% Creates test database environments, including the development of libraries and database procedures to ensure that updates to the TTF database are tested, mapped correctly, and are available in Power BI reports to address legislative changes or requests from leadership.

Bachelor’s degree relating to the position either on the technical side or the program side; experience may be substituted on a year-to-year basis.
