Full Job Description

Company Overview

Travis County Water Control and Improvement District No. 17 (WCID 17) is a non-profit public utility dedicated to providing high-quality water and wastewater services to the Lake Travis community. With over 55 years of service, we are committed to maintaining the highest standards of public health and safety as mandated by state regulations.

Summary

Under general supervision, the Code Compliance Inspector inspects all wet utilities for all construction projects to protect the health, safety, and welfare of the general public by ensuring construction conforms to state, city, and local codes, and that and procedures like testing and materials comply with approved plans and specifications.

Organizational Relationships

Reports to: Planning and Development Supervisor and Field Manager

Directs: Has continuous interaction with the workforce employee base, contractors, builders, other local municipality personnel and administrators; including the General Public, developers, and engineers.

Other: Works equivalently inside an office setting additionally will also work in an outdoor environment during field work activity.

Duties and Responsibilities

1. Follow the safety standards and be familiar with the district safety policy

Ensures coordination by organizing pre-construction meetings, on-site and progress meetings, and informational conferences.
Inspects the installation of all water mains, fire lines, gravity wastewater trunk lines, lift stations, and/or force mains, which are connected to the District Systems. This includes water services, valves and hydrants.
Reviews existing policies and procedures; must have complete familiarity with the WCID-17 construction notes and standard details.
Provides visual inspection reports; water lines, sewer lines, valves and hydrants and storm sewer installation. Provide testing report; water and sewer pressure testing, sewer cleaning, camera test, vacuum test, and Mandrill tests.

6. Generates documents daily and weekly; creates specialty reports, timesheets, water usage reports, plan review reports, and parts submittal reports.

7. Manages quality control by checking for compliance; performs visual inspection for faulty materials; takes bacteriological samples for the water line; completes a final walk-through and punch list.

8. Reviews plans and specifications, as-builts for accuracy, CAD reviews, submittal parts reviews, conveyance reviews, and easement reviews.

9. Manages the GIS and mapping surveying for the proper location of district appurtenances.

10. Maintains communication with contractors, citizens, engineers, and other departments by utilizing email and the telephone assists in handing out door tags and flyers, and can call for line locates, Texas 811.

11. Determines if violations are present at the reported properties and enforces residential, commercial, and multifamily complex nuisance complaints.

12. Reports commercial and residential buildings out of compliance; working without a irrigation permit, pool permit, plumbing permit, and approved plans.

Working Conditions

1. Be able to work in cold and hot weather or rainy conditions.

2. Must be able to walk in tall grass areas.

3. Often exposed to sounds and noise levels that are distracting or uncomfortable.

4. May work in an enclosed vehicle, such as a truck, van, or office.

5. Be able to lift heavy loads regularly.

Training, Administrative and Mass Communications Responsibilities

Advise the team members on various safety-related topics provided by the safety department.

Assists the other departments as needed under the supervision of the field manager.
Works in conjunction with the operations manager.
Communicating with contractors, citizens, engineers, and other departments by utilizing email and the telephone assists in handing out door tags and flyers.

Entry Level Experience, Required Knowledge, Skills, and Aptitude

Education and experience: High school diploma or GED equivalent. A utility working environment or any equivalent combination of education and experience.

Comprehension and understanding of personnel policy, safety strategy planning, development and procedure.

Must have “people skills” and have the ability to communicate with individuals/groups of people to understand, guide, follow and be direct with instructions. Should easily establish and maintain effective working relationships with co-workers and the General Public.

Working skills and computer background in Word, Excel, and PDF files.

Should possess basic skills like cut-n-paste, downloading, cropping, editing, etc.

Self-Starter, communicator, evaluate and organize a daily work routine and schedule. Aptitude and propensity for reading and writing.

Certificates and Licenses Required

Possession of a valid Class C Driver’s License; a good and acceptable driving record is compulsory.

Achieve and obtain a Water Operator C. License or Distribution License
