Job Title: Property Manager
Type: Full-Time
Reports To: Regional Property Manager

The following attributes are desirable for job success: ability to communicate effectively, safety conscious, preference for detail work, ability to work well under pressure, self-motivation and self-direction, ability to work with or without direct supervision and the ability to become a team leader. EXPERIENCE IN AFFORDABLE HOUSING AND PROPERTY MANAGEMENT, STRONG COMMUNICATION AND ORGANIZATIONAL SKILLS. MUST HAVE EXPERIENCE WITH TAX CREDITS.

Summary of Functions:

Responsible for conversion of telephone and walk-in prospects to leases resulting in stable and increased occupancy, the inherent responsibility to effectively communicate to existing residents and establish a successful renewal ratio. Assist and or organize weekly/monthly reports to include receiving and posting of rents, and the expectation to maintain an organized office clerical, filing and record keeping systems. Identify and strive to meet the resident’s needs and ownerships goals.

Major Duties and Responsibilities: *Duties may include, but are not limited to:

Personnel and Staffing

Responsible for on-site employees, including but not limited to:

Staff Training
Directing/Delegating
Supervision of site staff and contractors
Maintaining Incident files
Annual Evaluations
Payroll Time and Attendance Reporting
Review property occupancy/lease renewal
Respond effectively to telephone/online leasing inquiries to generate prospective resident visits to the property. Maintain a consistent communication plan with prospective residents.
Create and maintain a prospective resident tour route while visiting vacant units weekly to ensure a quality presentation and first impression.
Obtain lease information and complete lease applications with prospective residents.
Conduct required credit and background checks.
Set up and maintain lease files.
Conduct periodic market surveys, as requested.
Encourage resident retention by building and maintaining working relationship alleviating termed residents.

Lease Administration:

· Perform move-in and move-out inspections with new and (soon to be) former residents.

· Review and Maintain leasing and occupancy reports.

· Frequently inspect buildings and grounds, record deficiencies, and take action to improve the general appearance of the property and its deferred maintenance needs.

· Analyze maintenance operations with a view to cost reduction.

· Obtain estimates for major repairs or improvements and submit the same for the property manager to review.

Know, understand, and adhere to the approved annual operating budget for the property.
Accounting policies and procedures: Collect, record & deposit rental payments, application fees, security deposits, etc. Maintain account records and journals and make bank deposits.
Help to prepare weekly and monthly reports as required.
Help to prepare legal action for evictions, as necessary.
Keep declining budget analysis in accordance with the company’s procedures.
Review monthly income and expense statements prepared by the Corporate Office for accuracy.
Analyze expenses between amounts budget versus actual expenses.
Prepare vacancy reports, monthly management reports, and any other report necessary to keep the Regional Property Manager informed of activity on the property.

Supervisory Responsibilities:

Responsible for the direct oversight and management of the property and staff with preparing and reviewing annual employee evaluations with the supervised staff.

Organizational Relationships:

Supervises and schedules maintenance, on-site personnel, and contractors/vendors. Works with Regional Property Manager, administrative division staff, staff members of other communities, outside vendors and service providers.
