Essential Duties and Responsibilities
Facilities Operations Leadership

Oversee day-to-day facilities operations across all TOOF sites.

Coordinate work activities between Facilities Team Leads and ensure resources are appropriately allocated.

Monitor maintenance requests, work order completion, preventative maintenance schedules, and facility conditions.

Ensure facilities’ operations are aligned with organizational priorities and service expectations.

Identify operational challenges and implement solutions that improve efficiency, consistency, and service delivery.

Serve as the primary escalation point for complex operational issues before elevation to the Director.
Team Leadership and Supervision
-
Provide direct supervision, coaching, and support to Facilities Team Leads across TOOF sites.

Support Facilities Team Leads in supervising, coaching, and managing Facility Maintenance Technicians.

Conduct regular one-on-one meetings, performance discussions, and operational planning sessions.
-
Assist Team Leads with prioritization, workload balancing, staffing coordination, and problem-solving.

Support hiring, onboarding, training, performance management, and employee development efforts.
-
Foster a culture of accountability, collaboration, customer service, and trauma-informed engagement.

Ensure consistency in maintenance standards and service delivery across all sites.

Assist with creation and adherence to Department Budget.

Manage team administrative responsibilities, including reviewing and approving timesheets, coordinating PTO requests, and completing performance evaluations in accordance with organizational policies and timelines.
Work Order & Maintenance Program Management

Oversee department-wide work order management and prioritization.

Ensure preventative maintenance programs are implemented consistently and completed on schedule.

Review operational metrics and identify trends requiring intervention.
-
Develop systems to improve response times, communication, and service quality.

Monitor facility conditions and ensure maintenance issues are resolved appropriately.
Contractor & Vendor Management
-
Oversee vendor and contractor scheduling, coordination, and performance.

Review scopes of work and assist with obtaining quotes and proposals.

Ensure contractor work is completed according to organizational standards.

Coordinate with Team Leads to verify quality and completion of contracted work.

Support the Director in vendor procurement and contract management activities.
Cross-Departmental Coordination
-
Serve as the primary operational liaison between Facilities and other TOOF departments.
-
Coordinate facility support for organizational initiatives, programs, and events.
-
Collaborate with program leadership to address facility concerns and operational challenges.

Ensure communication regarding facility issues is timely, clear, and solution oriented.

Assist the Contracts and Risk Department in ensuring the facilities meet safety and compliance standards.
Quality Assurance & Compliance

Conduct routine site inspections to ensure facilities meet cleanliness, maintenance, and safety standards.

Ensure compliance with applicable OSHA, ADA, fire safety, and organizational requirements.

Support incident investigations, corrective actions, and risk mitigation efforts.

Monitor department adherence to established policies, procedures, and documentation requirements.
Systems, Reporting & Process Improvement

Oversee utilization of departmental systems including Monday.com, and other operational tracking tools.

Ensure work orders, inspections, preventative maintenance activities, and operational reports are accurately documented.

Develop and improve operational procedures, workflows, and performance standards.

Generate reports and provide operational updates to the Director of Facilities & Capital Projects.

Assist with departmental budgeting, inventory management, and resource planning.
Other Duties
-
Perform additional responsibilities as assigned in support of TOOF's mission and operational needs.

Respond to facility emergencies and urgent operational issues when necessary.

Coordinate with the Fleet Manager to align facilities and fleet operations, including scheduling, operational planning, resource allocation, and implementation of fleet-related initiatives as assigned.
Site Specific Responsibilities/Conditions
In addition to the core responsibilities listed above, the Facilities Maintenance Manager may have site-specific duties based on the requirements of their assigned location.
Esperanza
Site contains 200 noncongregate shelters, 8 hygiene facilities, 2 Quonset huts, several modular office buildings of varying sizes, an onsite intake center and an onsite vocational services center.
Most of this site requires outdoors work to provide cover for the 7.1 acres.
Southbridge
Serve as the primary on-site contact for the City of Austin Facilities representatives, including submitting requests to the City of Austin for capital work, scheduling contractors/vendors, supervising onsite work, verifying quality, and ensuring compliance with safety and organizational requirements.
This facility includes a single three-story structure with an elevator.
The property has natural gas lines and onsite laundry facilities.

$3,230.77/biweekly (Annualized $84,000)
Employment Status and Schedule
Full-Time, 40 hours/week
Monday-Friday, 8:00 AM – 5:00 PM
Our facilities run on a 24/7 schedule, and maintenance work may need to occur in the evening, weekend, or on a holiday.

Minimum Qualifications and Skills
- Minimum 4 years of experience in facilities management, building maintenance, construction, property management, or related field.

Job Summary
The Facilities Maintenance Manager oversees the day-to-day operations of TOOF's Facilities Department, providing leadership and support to Facilities Team Leads while ensuring safe, functional, and dignified environments across all sites. This role is responsible for coordinating maintenance operations, contractor and vendor activities, work order systems, preventative maintenance programs, and cross-departmental communication to ensure facilities needs are addressed efficiently and consistently.
