WORKFORCE DEVELOPMENT ANALYST
About Workforce Alliance of the North Bay:
The Workforce Alliance of the North Bay (WANB) is a joint powers agency (local government special district) consisting of the Counties of Lake, Marin, Mendocino and Napa who are jointly engaged in the coordination of workforce development planning, programs and systems in accordance with the Workforce Innovation and Opportunity Act.

Responsibility Summary:
The Workforce Development Analyst series performs a variety of analytical work including general administration, board administration, program, data and systems analysis, customer engagement, needs identification and support and special projects involving research, data collection, analysis, writing and presentation. Individuals performing duties as a Workforce Development Analyst may be assigned to work in one or more areas of specialty including general administration and/or community engagement. Increasing levels of responsibility qualify a candidate for Senior and Principal Workforce Development Analyst.
The Workforce Alliance of the North Bay is a small organization with few employees. Employees, by necessity, participate in a wide variety of duties and must be flexible in their day to day work. While employees may specialize in certain areas, they are expected to be able and willing to jump in to assist in various projects.

Reporting Matrix:
Reports to and receives direction from an assigned WANB Supervisor/Manager including but not limited to the WANB Executive Director; may serve in a technical lead capacity. Works with program participants, training institutions, businesses/employers, contractors, representatives of governmental agencies, employers, and the general public.
Examples of Duties
General Administration:
Fiscal administration including QuickBooks entry, invoice disbursements and docusign routing, review and processing of travel, purchase, and reimbursement requests; learn to prepare cash drawdown; and prepare bank reconciliation.
Payroll administration support
Inventory support
Monitor, analyze and report on program plans and expenditures.
Create, monitor, and amend contracts with subrecipients and contractors.
Create, monitor, and amend policies and procedures.
Obtain records and compile reports for subrecipients.
Research, coordinate, lead and write for new funding opportunities.
Assists with the Request for Proposal (RFP) process and coordinates any changes to the RFP template and coordinates the agency’s items for consideration and review.
Community/Business/Partner Engagement:
Respond to layoff events; organize presentations to laid off staff with EDD and WIOA staff.
Develop relationships with local employers and CareerPoint career centers.
Attend local business events (such as Chamber of Commerce) to promote CareerPoint and Workforce Alliance of the North Bay services.
Work with committees and community partners to identify local business needs and develop action plans to meet them.
Program Management:
Serves as programmatic monitor and contract administrator overseeing WANB service providers’ contracts for performance and service delivery requirements.
Assists with directing and monitoring activities, operations, and staff of WANB programs.
Provides technical assistance in accordance with federal, state and/or local policies.
Develops, facilitates and conducts training sessions or meetings and provides technical assistance as they relate to the service providers, including the data tracking systems.
Assists with leading workforce development programmatic corrective action guidance and training and technical assistance to WANB service providers/subrecipients to ensure accountability and meeting of all required performance measures.
Facilitates and formulates the preparation of corrective action requirements and responses to noted findings or deficiencies.
Coordinates site visits and monitoring reviews associated with program services.
Prepares reports and analysis pertaining to subrecipients/service providers.
Manages and coordinates informational guidance for WANB subrecipients (i.e., TAGs, TEGLs, email notification, memos, etc.).
Oversees data quality assurance to address findings, trends, and data related activities.
Board Administration:
Attend, participate, and manage various board and committee meetings and assist with procedures as needed.
Maintain board schedules, maintain board member records take board meeting minutes, adhere to required public meeting requirements.
Make staff recommendations to the board on actions to take.
Other:
Conduct special projects and/or surveys involving researching, collecting data, analyzing results, reporting on findings and making recommendations on actions to take.
Labor market and economic data analysis and reports.
Develop, support and/or implement a communications plan.
Provide varying levels of supervision over other staff; full time staff, part time staff, and contractors.
Travels to multiple sites and locations for meetings and to visit and oversee quality service delivery processes.

REQUIRED EXPERIENCE AND TRAINING
Bachelor’s degree in public administration, business administration, social science, education, or a related field, plus at least one year of experience in workforce development; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
CERTIFICATES AND LICENSES REQUIRED
Appropriate California driver's license or available alternate means of transportation.
