Full Job Description

Position Description – Village Clerk

General Description of Duties

The Village Clerk serves as the official record keeper of the Village and does related work as required. The position is by nomination by the Village President and appointment by the Village Council. The Village Clerk serves at the pleasure of the Village Council and the Village President reviews the work through conferences and written reports.

Primary Duties and Responsibilities

Following is a list of the primary duties and responsibilities for this position. It is not intended to encompass all duties and responsibilities but merely highlights the major responsibilities of the position. Additional duties may be assigned or developed over time:

· Maintains custody of Village seal and all the documents, official bonds, papers, files and records of the Village, and may administer oaths and affirmations.

· Responds to Freedom of Information Act (FOIA) requests in conformance with Federal and State of Michigan law.

· Oversee daily office operations and maintain standard office operating procedures.

· Performs the payment of payroll and accounts payable.

· Acts as liaison between the public and Village Council members and Village employees.

· Serves as records management officer by overseeing the records management program and maintaining good records management practices; performs grant reporting as required.

· Prepares the agendas for Village Council meetings as directed by the Village President.

· Assembles and distributes to Council members, agenda, resolutions, reports, and other documents for the Council meeting.

· Attends Village Council meetings; keeps and distributes detailed meeting minutes consistent with Michigan law.

· Follows through on agenda items at the direction of the Village President.

· Responsible for timely filing of reports with local and State agencies and updates and publishes as may be required by law, Village Ordinances, Policies and Resolutions as they are approved by Village Council.

· Assist Village Council members in the conduct of their jobs/duties when requested.

Performance Knowledges, Skills, Abilities and Personal Characteristics

· Working knowledge of Microsoft Office software.

· Knowledge of clerical and record keeping procedures.

· Ability to express oneself clearly and concisely, both orally and in writing.

· Motivated and able to work as a team member.

· Working knowledge of BS&A and Silversmith software is preferred but not required.

· Knowledge of the legal, administrative and procedural regulations applicable to the Village is preferred but not required.

Tools and Equipment Used

Recording equipment, telephone, computer, calculator, copier/fax machines, mail machine, directories, statutes, books, files and other commonly used equipment.

Physical Requirements

While performing the duties of this job, the employee must be able to:

· Regularly perform essential duties of position in an office setting.

· Remain in a stationary position for extended periods of time, be able to talk by phone, and move about an office to access file cabinets, office machinery, etc.

· Regularly operate a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.

· Regularly use hands to handle, control or feel objects or controls and reach with hands and arms.

· Regularly communicate and exchange information with fellow employees, vendors, visitors, and other members of the public.

· Read/comprehend, write, communicate orally, reasoning and analytical abilities, and mental flexibility.

· Climb stairs, bend, twist, kneel, crouch, and reach above shoulder to access materials and/or documentation.

· Move and carry objects up to 25 pounds

Preferred Qualifications

· Experience in business, municipal government or a related field.
