Job Summary

We are seeking a dynamic and strategic human resources manager to lead our HR initiatives and foster a thriving, compliant, and engaged workforce in NEMT and Paratransit projects. In this pivotal role, you will oversee all facets of human resources management, including talent acquisition, employee relations, performance management, and organizational development. Your energetic leadership will drive initiatives that enhance employee experience, support business objectives, and ensure adherence to employment laws and HR best practices. Build and support the workforce behind our NEMT operations and paratransit project employees, most of whom you will help hire. You will own high-volume recruiting, a rigorous background-check process, payroll and records, benefits, employee relations, and retention, while serving as the site's EEO/Affirmative Action Officer. This position offers an exciting opportunity to shape our company culture and develop innovative HR strategies that propel us forward.

Responsibilities

Source, recruit, screen, and hire at volume, including drivers through job fairs, referrals, community partnerships, and digital campaigns
Run the full hiring process: structured interviews, reference checks, and the complete background-check program (CORI, sex offender registry, SSN verification, employment history, and recurring six-month re-checks for drivers) Maintain accurate personnel, payroll, training, and certification records, audit-ready at all times
Lead comprehensive talent acquisition efforts, including recruiting, interviewing, onboarding, and employee orientation programs to attract top talent.
Develop and implement strategic workforce planning, organization design, succession planning, and affirmative action initiatives to support long-term growth.
Oversee employee evaluation processes, performance management systems, and training & development programs to foster continuous improvement.
Manage benefits administration, payroll processing, workers' compensation claims, and compliance with employment & labor laws such as FMLA and OSHA regulations.
Drive change management projects by collaborating with leadership on HR system implementations (e.g., HRIS like SAP SuccessFactors or Oracle HCM), data analysis using Excel or other tools, and process improvements.
Handle employee relations issues with a focus on conflict management, effective communication skills, confidentiality handling, and fostering a positive work environment.
Ensure regulatory compliance across all HR functions by maintaining up-to-date knowledge of employment law in talent management and HR legal compliance standards.

Experience

Proven experience in human resources management within a fast-paced environment with a strong understanding of HR department operations.
2+ years of HR management experience, ideally with a high-volume hourly workforce in transportation or logistics
Hands-on experience with high-volume recruiting and compliant background-check processes
Working knowledge of Massachusetts and federal employment law
Strong HRIS/payroll system skills and records discipline
SHRM or PHR certification a plus
Ability to pass a CORI background check and pre-employment drug and alcohol testing under FTA rules
Extensive background in human capital management systems such as Workday, UltiPro, Taleo, iCIMS, or Salesforce for sourcing and personnel administration.
Demonstrated success in project management related to organizational design, training programs, or HR system implementations.
Familiarity with employment law, including FMLA regulations, OSHA standards, workers' compensation procedures, and labor relations practices.
Proficiency in the Microsoft Office suite (Excel data analysis), HRIS platforms (e.g., Oracle HCM), and payroll processing tools like QuickBooks or Gusto.
Excellent communication skills with the ability to handle confidential information sensitively while building strong relationships across teams.
Prior experience managing an HR department or leading large-scale talent initiatives is highly desirable.
