About This Role
HBK Engineering is seeking a Construction Manager / Permit Specialist (Engineer) to support electric utility infrastructure projects throughout Montana. This position combines engineering, construction management, permitting, stakeholder coordination, environmental compliance, and field oversight responsibilities to support projects from planning and design through construction completion and project closeout.
The successful candidate will serve as a critical link between engineers, construction crews, contractors, landowners, regulatory agencies, and utility clients to ensure projects are completed safely, efficiently, and in compliance with applicable requirements. Responsibilities include permit acquisition and coordination, construction management, contractor oversight, project planning, customer and landowner engagement, field investigations, and project documentation.
This role is ideal for an engineer who enjoys a variety of responsibilities and wants to participate in all phases of project delivery. As project needs and professional development opportunities evolve, the position may also include field surveying support, site investigations, utility design engineering, and other technical assignments.
This role requires a combination of office and field work and includes travel throughout Montana, including occasional overnight stays.
Location: Montana (Great Falls, MT preferred, but will consider Bozeman or Helena, MT)
What You'll Do
- Coordinate and manage permitting activities with local, state, federal, tribal, railroad, and other regulatory agencies.
- Support project planning, scheduling, budgeting, and resource coordination from project initiation through closeout.
- Serve as a liaison between engineers, contractors, construction crews, landowners, agencies, and utility clients.
- Identify project access routes, staging areas, laydown yards, and construction constraints.
- Coordinate excavation locates, material deliveries, subcontractors, equipment, and other construction support activities.
- Monitor construction activities to ensure compliance with project requirements, permit conditions, environmental commitments, and client standards.
- Conduct field inspections and site visits to verify project progress, quality, and regulatory compliance.
- Maintain project documentation, permit records, status reports, photographs, and construction tracking information.
- Support risk identification, issue resolution, and communication of project updates to stakeholders.
- Coordinate restoration, reclamation, and project closeout activities, including final documentation and permit completion.
- Assist with field investigations, surveying, engineering data collection, and utility design activities as assigned.
- Travel to project sites throughout Montana as required.
What You'll Bring
Required Qualifications
- Bachelor's degree in Civil Engineering, Electrical Engineering, Construction Engineering, Mechanical Engineering, or another ABET-accredited engineering discipline.
- Valid driver's license and ability to maintain an acceptable driving record.
- Ability and willingness to travel throughout Montana, including overnight travel.
- Interest in utility engineering, construction management, permitting, field operations, and infrastructure project delivery.
- Strong organizational, project management, and problem-solving skills.
- Strong verbal and written communication skills.
- Ability to build effective working relationships with clients, contractors, landowners, regulatory agencies, and multidisciplinary project teams.
- Proficiency with Microsoft Office 365 and digital project documentation tools.
- Ability to manage multiple priorities in a dynamic project environment.
- Ability to perform field work in varying terrain and weather conditions.
- Self-motivated with the ability to work independently and as part of a team.
Preferred Qualifications
- Engineer-in-Training (EIT) certification or Professional Engineer (PE) licensure.
- Experience in utility engineering, construction management, project coordination, permitting, engineering design, or related fields.
- Experience supporting electric transmission and/or distribution projects.
- Knowledge of utility construction methods, materials, and work practices.
- Experience obtaining environmental, transportation, railroad, federal, state, or local permits.
- Experience with construction inspection, contractor oversight, or field coordination.
- Surveying, field data collection, or construction staking experience.
- Familiarity with AutoCAD, MicroStation, GIS platforms, or similar engineering software.
- Experience working directly with landowners, agencies, contractors, and utility clients.
- Understanding of environmental compliance requirements and best management practices.
