ROLE OVERVIEW
The Quality Manager serves as the site's senior quality leader at Foxtronics EMS, responsible for developing, implementing, and continuously improving the Quality Management System (QMS) to ensure compliance, scalability, and operational excellence across all stages of printed circuit board assembly (PCBA) manufacturing. This role carries full ownership of the quality function — encompassing QMS strategy and certification readiness, operational inspection systems, supplier quality programs, customer-facing quality communications, and the performance and professional development of the Quality team. The Quality Manager operates at both a strategic and tactical level, driving a preventive quality culture through data-driven decision-making, structured problem-solving, and cross-functional partnership with Operations, Engineering, and Supply Chain, while serving as the primary site contact for all internal and external audits. The ideal candidate is an experienced quality leader with a deep background in electronics manufacturing, strong command of QMS frameworks and IPC standards, and the leadership presence to build a high-performing quality organization capable of supporting Foxtronics EMS's continued growth into regulated end markets.
KEY RESPONSIBILITIES
1. Quality Strategy & QMS Leadership
Leads the development, implementation, and continuous improvement of the site Quality Management System to ensure compliance, scalability, and alignment with current and future business and regulatory requirements.
● Lead the development, implementation, and continuous improvement of the site QMS to ensure scalability, compliance, and operational excellence across the Foxtronics EMS facility.
● Own the site-level quality strategy in alignment with company growth objectives, including planned expansion into regulated end markets such as automotive, defense, and medical.
● Ensure QMS compliance with current and target certifications, including ISO 9001 and additional applicable standards (e.g., IATF 16949, AS9100, ISO 13485).
● Serve as the primary site lead for all internal and external quality audits — including certification body and customer audits — ensuring audit readiness, accurate documentation, and timely closure of all findings.
● Develop and maintain a certification readiness roadmap that evolves in step with business needs and customer requirements.
● Establish and monitor key quality performance indicators (KPIs), including scrap rate, rework rate, customer defects (PPM), and cost of poor quality (COPQ), using data to drive prioritization and accountability.
● Drive a preventive quality culture through deployment of tools such as PFMEA, control plans, and statistical process control (SPC), partnering cross-functionally with Operations, Engineering, and Supply Chain to embed quality throughout all processes, including new product introduction (NPI).
2. Quality Systems, Data & PLEX Ownership
Owns the PLEX Quality Module and all associated reporting infrastructure, ensuring data integrity, system effectiveness, and quality visibility across the organization.
● Own the PLEX Quality Module, including system setup, configuration, maintenance, and ongoing continuous improvement.
● Develop and deliver PLEX quality system training to ensure effective and consistent utilization across the facility.
● Ensure data integrity within PLEX and leverage system capabilities to support data-based decision-making across quality and operations.
● Build and maintain quality performance dashboards and reporting tools that provide leadership and cross-functional teams with real-time visibility into quality trends, risks, and active improvement initiatives.
3. Supplier & Customer Quality Management
Manages all supplier quality programs and serves as the primary organizational interface for customer quality issues, ensuring timely resolution, clear communication, and corrective action effectiveness.
● Develop and manage comprehensive supplier quality programs, including supplier evaluations, qualification audits, and corrective action management.
● Ensure incoming inspection processes are effective, consistently executed, and aligned with the overall QMS strategy.
● Act as the primary site contact for customer quality issues, ensuring timely investigation, clear communication, and satisfactory resolution that protects customer relationships and delivery commitments.
● Drive rigorous root cause analysis and corrective/preventive action (CAPA) processes to eliminate recurrence of supplier and customer quality escapes.
4. Operational Quality Oversight
Ensures robust inspection, containment, and nonconformance management systems are in place and operating effectively to protect product quality and customer delivery.
● Ensure effective systems are in place for in-process inspection, final inspection, testing, and containment of nonconforming materials throughout all stages of manufacturing.
● Oversee quarantine and disposition processes for defective materials, ensuring timely and accurate disposition decisions that minimize production disruption.
● Ensure the effectiveness of root cause analysis processes and corrective actions across all operational quality events.
● Support production teams in resolving floor-level quality issues as needed, serving as a technical resource and escalation point for complex quality decisions.
5. Team Leadership & Quality Culture
Builds and sustains a high-performing Quality team and a site-wide culture of quality ownership, accountability, and continuous improvement.
● Manage, develop, and mentor the Quality team by establishing clear performance expectations, providing regular coaching and feedback, and creating pathways for professional growth.
● Provide quality training and guidance across the organization to promote awareness of quality standards, IPC requirements, and the importance of individual ownership at every stage of the manufacturing process.
● Communicate quality performance, trends, improvement initiatives, and risks clearly and consistently to all levels of the organization — from the production floor to senior leadership.
● Foster a culture of proactive quality ownership, continuous improvement, and accountability that is embedded in the daily operations of the Foxtronics EMS facility.
QUALIFICATIONS
Education & Experience
● Required: Minimum of five to ten years of progressive experience in manufacturing quality, preferably within electronics or EMS environments.
● Required: Minimum of three years of leadership experience in a quality management role with direct team oversight responsibilities.
● Required: Demonstrated experience developing, implementing, and maintaining a Quality Management System (QMS), including ISO 9001 certification ownership.
● Required: Working knowledge of IPC standards for electronics manufacturing (IPC Class I, II, and III) and experience with ERP/MRP systems in a manufacturing environment.
● Strongly Preferred: Bachelor's degree in Engineering, Quality, or a related field; an equivalent combination of education and experience will be considered.
● Strongly Preferred: Exposure to quality standards beyond ISO 9001, including IATF 16949, AS9100, or ISO 13485; experience with PLEX ERP (or demonstrated ability to rapidly learn a new ERP quality module) is strongly preferred.

WORKING CONDITIONS
● On-site presence is required; this position is based at the Foxtronics EMS manufacturing facility in Jacksonville, IL.
● The role operates across quality inspection areas, the production floor, and administrative office environments.
● While performing the duties of this role, the employee is occasionally exposed to moving mechanical parts, soldering equipment, and airborne particles inherent to a PCBA manufacturing environment.
● Noise levels in the work environment are typically moderate; hearing protection may be required in designated production areas.
● Occasional travel may be required for supplier audits, customer visits, or certification-related activities.

● Vision: Close vision required for inspection verification, documentation review, system data entry, and detailed quality analysis; color vision is beneficial for component and defect identification.
● Hearing: Must be able to communicate clearly in person within a moderate-noise manufacturing environment.
● Communication: Must be able to communicate clearly in person, via phone, and in writing with production staff, quality team members, cross-functional partners, customers, auditors, and senior leadership.
